If satisfied as to the com- petency of such applicant the Board shall issue to him a Certificate of Competency authorizing him to en- gage in or work at the trade or busi- ness of Electrical Construction, as a Master Electrician or Journeyman Electrician or Maintenance Electri- cian. All examinations of Journeyman Electricians and Maintenance Elec- tricians shall consist of questions which pertain to the qualifications of a Journeyman Electrician as de- fined in this Ordinance, and ques- tions to determine the applicant's fa- miliarity with rules and regulations governing Electrical Construction shall pertain to the standard rules and regulations governing Electrical Construction, as defined in this Or- dinance, which are contained in the National Electrical Code and/or the special provisions of this Ordinance. Examinations of Master Electricians shall be of the sarne general charac- ter as set forth in the foregoing sen- tence but shall be more broad and technical in scope and may cover de- tails of construction which are not fully covered by the National Elec- trical Code or the provisions of this Ordinance but which relate to stand- ard engineering practise pertaining to the qualifications of a Master Elec- trician as defined in this Ordinance. All written examinations shall be of identical character for electricians of the same classification being exam- ined during the same examination period. RULES AND REGULATIONS GENERAL. Section 16: All electrical construc- tion and all materials and appliances used in connection with the instal- lation, maintenance and operation of electrical wiring, apparatus, or equip- ment for light, heat or power with- in the limits of the City of Jackson- ville shall conform to such special rules and regulations as may be em- bodied in this Ordinance or as may be adopted as hereinafter provided, and shall conform with approved methods of construction for safety to life or property. The regulations as laid down in the National Electrical Code, as approved by the American Standards Association, and in the National Electrical Safety Code, as approved by the American Standards Association, and other installation and safety regulations approved by the American Standards Association shall be prima facie evidence of such approved methods. APPROVED MATERIALS, DEVICES OR APPLIANCES Section 17: No electrical materials, devices or appliances designed for at- tachment to or installation on any electrical circuit or system, for light, heat or power, shall be installed, 14 used, sold or offered for sale, for use in the City of Jacksonville, unless they are in conformity with approved methods of construction for safety to life and property. WIRING CONNECTED TO DISTRI- BUTION SYSTEM OF CITY ELEC- TRIC PLANT Section 31: All wiring or appara- tus for light, heat or power, in prem- ises of whatever nature in locations within the city limits, which are to be supplied with current from the distribution system of the City Elec- tric Plant, may be arranged and con- nected so as to operate on a three wire or multi -wire, three phase, 60 cycle, A.C. system, or on a two or three wire, single phase, 60 cycle, A.C. system, as may be determined by the City Commission. TYPES OF MOTORS Section 32: All electric motors which are to be supplied with cur- rent by the City Electric Plant shall be 60 cycle, A.C. motors and shall be of such type, phase, voltage and other characteristics as may be de- termined by the City Commission. It shall be the duty of the City Electrical Inspector to is - 22 1 23 sue permits for, and inspect all elec- trical wiring, apparatus or equipment for light, heat or power, within the limits of the City of Jacksonville and to enforce the laws, rules and regu- lations relating to same, and to ex- ercise a reasonable supervision over all electrical construction done un- der the provisions of this Ordinance. b. It shall be unlawful for any per- son, firm or corporation to use any electrical current in or through any wiring, apparatus, or fixtures for light, heat or power in or on any building or structure within the lim- its of the City of Jacksonville until the same shall have been inspected and approved by the City Electrical Inspector. c. It shall be unlawful for any per- son, firm or corporation to supply electric current for light, heat or power or to connect any distribution system with any installation of wir- ing, apparatus or fixtures, within the limits of the City of Jacksonville, without first having received written Permission from the City Electrical Inspector to do sn. d. The City Electrical Inspector may give temporary permission, to connect and furnish electric current to any wiring, apparatus or fixtures for a period of rant exceeding thirty (30) days, if, in his opinion, such wiring, apparatus or fixtures are in such condition that current may safely be connected therewith, and there exists an urgent necessity for such use. e. The City Electrical Inspector may issue special permits for the in- stallation and use of temporary wir- ing and/or equipment as permitted by Section 25 of this Ordinance; Provided, that the use of such tem- porary wiring and/or equipment shall 24 be limited to a period of not more than thirty (30) days after date of Permit. If reasonable necessity is es- tablished for an extension of time in the use of such temporary wiring and/or equipment the permit for its use may be extended by the City Electrical Inspector for additional periods of thirty (30) days from its original date of expiration but per- mission for the use of such tempo- rary installation shall in no case be extended for a greater period of time than ninety (90) days after date of issue of original permit. f. The City Electrical Inspector is hereby empowered to inspect or re- inspect all wiring and apparatus con- ducting or using electric current for light, heat or power, and when said conductors or apparatus are found to be unsafe to life or property, he shall notify the person, firm or cor- poration, owning, using or operating them to place same in a safe and se- cure condition within twenty-four (24) hours, or within such further time as the said Electrical Inspector shall determine is necessary. g- Whenever ar.y wiring, appara- tus or fixture conducting or using electric current for light, heat or power is found upon inspection by the City Electrical Inspector, or one Of his duly authorized assistants, to be especially or immediately haz- ardous to life or property, the said Electrical Inspector may immediate- ly open the switch or circuit breaker controlling the supply of current to such wiring, apparatus or fixture and shall post in a conspicuous place near such switch or circuit breaker a notice printed in red letters and reading substantially as follows: 25 "NOTICE" "WIRING CONDEMNED" "The use of electric current is prohibited through this wiring or equipment until proper re- pairs have been made and ap- proved by the City Electrical In- spector. Repairs must be made by a Certified Electrician and the In- spector must be notified when completed." After such notice is posted as pro- vided in the foregoing, no person shall close the switch or circuit breaker which has been opened by the said Electrical Inspector nor use or attempt to use any current through such wiring, apparatus or fixture, which has been condemned, until necessary repairs have been made, and have been approved by the City Electrical Inspector. The City- Electrical Inspector may also notify the City Electric Plant or other person, firm or corporation furnishing current to such wiring, apparatus or fixture, to disconnect the supply wires and cut off the cur- rent from premises where such wir- ing, apparatus or fixture is located and such supply wires shall be dis- connected and the current cut off until necessary repairs are made, and approved by the City Electrical In- spector. RIGHT OF ACCESS Section 34: The City Electrical In- spector, or his duly authorized as- sistants, shall have the right during reasonable hours to enter any build- ing or premises in the discharge of his, or their, official duties or for the purpose of making any inspection or test of the electrical wiring, appara- tus or fixtures contained therein. INTERFERING WITH ELECTRICAL INSPECTOR Section 35: It shall be unlawful for any person to hinder or interfere with the City Electrical Inspector or with any Assistant City Electrical In- spector in the discharge of his duties under this Ordinance. INSPECTION OF WORK Section 36-a. All plumbing and other piping or tube work must be in place on work to be concealed be- fore the electrical wiring is inspected, and no such wiring will be considered as complete until all such plumbing or piping is in place. b. Upon making an inspection of any electrical wiring or equipment when same is found to have been installed in a satisfactory manner, and in accordance with the provisions of this Ordinance, the inspector shall place a notice at service switch or other suitable place, stating that the electrical work has been inspected and found to be in accordance with the rules as prescribed, and the pro- visions of this Ordinance. c. It shall be unlawful to lath, seal or in any manner conceal any elec- trical wiring or eq,,Ipment until same has been inspected, and the notice posted as herein required. d. When the electrical work for which a permit has been obtained is ready for inspection, notice in writ- ing properly filled in upon blanks furnished at the office of the City Electrical Inspector, stating the lo - 26 1 27 cation of the work, the name of the owner, the name of the electrician to whom the permit was issued, and the name of the electrician doing the work, shall be given to the City Elec- trical Inspector at his office. e. As soon as possible thereafter, the City Electrical Inspector will in- spect and test the work in any man- ner necessary to satisfy the said In- spector that the work has been in- stalled in a proper and workmanlike manner and in accordance with the provisions of this Ordinance, and with the plans and specifications pre- viously submitted and approved. f. In large and/or complicated in- stallations the work may be inspected and tested in sections at the option of the City Electrical Inspector. g. Notices to inspect work must be given into the office of the City Electrical Inspector, for morning in- spections, before five o'clock, P. M., the preceding day, and for afternoon inspections, before twelve o'clock, M., the same day A period of forty-eight (48) hours, exclusive of Sundays and holidays, may be required in which to make inspection and report. h. If, after the first visit to an in- stallation on a written notice to in- spect same, it is necessary to return to re -inspect any work, whether from a defect or the worx not being ready. the Inspector will pe required to re- turn only on another written notice, all other notices Laking precedence. i. After the er•Lire completion of the work, a notice, the same as pro- vided in the foregoing, shall be given to the City Electracal Inspector for a final inspection and if he finds that the work has been satisfactorily done he shall issue a final certificate of inspection upon the request of the electrician to whom the permit was issued. This certificate does not re- lieve the electrician of his responsi- bility for any defective work which may have escaped the notice of the inspector. ELECTRICAL WIRING AND CODE STANDARDS ADVISORY BOARD Section 37-a. There is hereby cre- ated a Board to be known as the Electrical Wiring and Code Stand- ards Advisory Board of the City of Jacksonville, which Board shall be composed of eleven (11) members, as follows: The City Electrical Inspector; The City Building Commissioner; The City Attorney; The Chairman of the Committee on Fire Protection of the City Council; Seven (7) members at large to be selected by the City Commission of the City of Jacksonville, from the membership of various organizations or groups of citizens of the City who are especially concerned with and affected by the application and en- forcement of the various provisions of this Ordinance. b. The members of said Board, oth- er than the first four (4) members named herein, shall be appointed an- nually by the City Commission on or before the first day of January of each year; they shall each be certi- fied to the City Commission for ap- pointment by the organizations which they, individually, represent and shall be confirmed by majority vote of the City Council. 28 1 29 They shall each hold office until their successors are appointed and confirmed as provided herein. c. The first seven Members at Large, to be appointed as hereinbe- fore provided, shall consist of A local representative of the State Hotel Commission; A local representative of the Flor- ida North Chapter, American Insti- tute of Architects; A representative of the Jackson- ville Association of Building Owners and Managers; A representative of the local branch of the Associated Industries of Flor- ida; A representative of the Jacksonville Real Estate Board; A representative of the Jackson- ville Association of Electrical Con- tractors and Dealers; A representative of Local Union No. 177, International Brotherhood of Electrical Workers. d. The said Board shall act in an advisory capacity to the Electrical Inspection Department of the City Commission of the City of Jackson- ville concerning all matters covered by the terms and provisions of this Ordinance and shall also serve as a Board of Appeals in matters of con- troversy between the City Electrical Inspector, Electrical Contractors, Dealers and other persons concerning the enforcement of this Ordinance. Said Board shall have the right, from time to time, to ?Hake recommenda- tions to the City Commission or the City Council covering such matters as may properly come within the province of such Board acting under the authority conferred by this Sec- tion. e. The said Board shall have the right and it is hereby made its duty to promulgate and put into effect from time to time, reasonable rules and regulations supplementary to, or in modification of, but not in direct conflict with other provisions of this Ordinance, for the more effective and specific governing and control of electrical construction in the City of Jacksonville. Such supplementary rules and reg- ulations shall be published in a Daily Newspaper published and circulated in the City of Jacksonville, the cost of such publication to be paid for out of the funds provided in the Annual Budget of the City of Jack- sonville for the operation of the Elec- trical Inspection Department of said City, and shall become effective with- in thirty .(30) dayb after date of such publication or within such further time as the Board may deem neces- sary. f. The said Electrical Wiring and Code Standards Advisory Board shall meet within thirty (30) days after their appointment and confirmation and at said meeting shall elect, from its members, a Chairman, a Vice - Chairman and a Secretary and shall adopt .rules and regulations govern- ing the actions of such Board, and fixing the times and places of its meetings. PENALTY FOR VIOLATION Section 38: Any person violating any of the provisions of this Ordi- nance shall upon conviction before the Municipal Court be punished by a fine of not more than One Hundred Dollars ($100.00), or by imprison - 30 1 31 ment not exceeding thirty (30) days. Section 39. If any section, para- graph, sentence, clause or provision of this Ordinance shall for any rea- son be held unconstitutional or in- valid, such decision shall not affect the validity of any other portion or provision thereof Section 40: All ordinances or parts of ordinances in conflict herewith, be and the same are hereby repealed.
