Jennifer,
The owner of the Belvedere house re-graded the yard and provided a new
topo survey on 9/19/18.
That survey indicated that water from that lot would flow onto three
adjacent properties, including yours.
That final inspection failed 9/24/18.
Using the failed survey we gave the owner detailed instructions on what
was required to pass inspection.
The owner regraded the yard and provided a new topo survey, which was
approved on 10/16/18.
Also, following our recommendations, he installed several French drains
in the retention areas to drain through a non-porous soil layer.
This new permit also included the fence. It appears to be free
standing and I passed it as well.
We issued a new C.O. on 10/18/18.
We approved an elevation of 10.1’-10.2’ along the common rear property
line (adjacent to your property).
That should create a ridge that keeps the storm water from each lot on
their own lot.
If you have any questions about this or any future issue, please
contact me. We can meet on site almost any time.
Regards,
Dan Arlington

Joe, Dan and Scott,
I am not sure who I should reach out to so I thought best to contact
all of you. As you are aware, I informed the city of the extensive water
issue on my property that was caused by the house behind me (283
Belvedere). Their CO was pulled and the builder, as I understand it, was
to fix the issue before they could occupy the house. They also put in
an unpermitted fence and it seems that part of their fence was nailed to
mine.
My house is currently under construction and we discussed the water
issue 2 weeks ago while on property. I am prepared to spend considerable
amount of money to ensure that my site is built up and follow the
recommendations to abide by what has to be done, but I am very concerned
about the house behind me. People moved in to the house at 283 Belvedere
yesterday, and to my knowledge, have not fixed the issue.
I can resend the videos and pictures of the extent of the water issue,
but I need some help and guidance from the city. My lot sustained some
damage as a result of their water issue that I did not pursue because I
was planning to level the house and we will replace the fence. Please
advise me on what the next steps are regarding this.
Thank you,
Jenn Lagner
