Design and Consulting Engineers May 16,2019 Mr. Dan Arlington CBO, Building Official City of Atlantic Beach 800 Seminole Road Atlantic Beach, Florida 32233-5445 Subject: Selva Preserve II Engineer's Project 1811 Dear Mr. Arlington: Attached is a copy of the as-built drawing sent to the SJRWMD showing the elevations of the ponds and depressions located within the Atlantic Beach Country Club. Based on the as-built drawings,we have updated the calculations provided by the developer showing the amount of compensation located within the course development. Early on,there was an agreement that 30,000 yards of compensation would be provided by the course redevelopment to be used specifically for the Selva Preserve project. During the course of development,the ponds were modified, enlarged,deepened etc. to provide sufficient soil material to complete the golf course and provide house pads. These changes were documented in permit modifications to the SJRWMD. Using the developer provided initial calculations and the as-built drawing(attached), we determined that there was a net surplus compensation storage of 26.02 ac-ft available. This is a reduction from the 32.29 ac-ft previously calculated. The original calculations and these updated calculations were based on the 100 year flood level of 7.0 ft. Since the Selva Preserve development has been reduced significantly, the amount of fill within the floodplain has dropped to 2523 cubic yards or 1.25 ac-ft rather than the 30,000 cubic yards. This results in a net storage over and above the original golf course of 24.46 ac-ft. These calculations clearly show there is sufficient compensation provided in the Atlantic Beach Country Club to take care of the small amount of fill located within the floodplain adjacent to Sherman Creek Canal. During the design and permitting of the development, Taylor & White, Inc., prepared the Flood Plain Compensation calculations showing the existing flood plain storage and the proposed flood plain storage across the development. Due to historical flood issues across the existing Selva Marina golf course, additional treatment basins were provided to better concentrate the flooding and to provide additional storage for the 100-yr Flood Plain. In addition, there was an extra 30,000 cubic yards of Flood Plain Compensation to be allocated to the future Selva Preserve development. Based on the provided survey and topographical information, there was approximately 44,188 cubic yards of available storage within the 100-yr Flood Plain throughout the existing golf course. With the redesign of the development, the treatment basins, new stormwater ponds and existing pond expansions, the proposed Atlantic Beach Country Club development will provide approximately 96,276 cubic yards of storage within the 100-yr Flood Plain. This provides an excess of approximately 52,088 cubic yards of storage, of which 30,000 cubic yards is allocated to the future Selva Preserve development.
