Dutton Island Construction/Ribbon Cutting; A ribbon cutting ceremony to `4eopen" Dutton
Island has been scheduled for 10:00am on Saturday, October 26th. Work on the Phase II
improvements done by Miranda Construction Company is almost complete and gate has been
reopened for public use. By the time you receive this report, Dutton Road should have been
repaved. It was scheduled for paving on Friday; September 13`h although it rained throughout
the day making paving impossible. Construction of the fishing pier has akeady begun and the
contractor has indicated that he should be at or near completion by the time of the 10/26 ribbon
cutting. The pier construction will not require that the island be closed to the public.
Hurricane House; The Building Officials Association of Florida has bought a "hurricane house"
on a trailer. This house has cutaway sections showing all the different details on how to properly
construct a house to resist hurricanes. It is equipped with a computer program to explain the
various parts of the structure and the reasons different items are installed in the house. This
mobile unit has been displayed across the state since its purchase two years ago and will be
located at the. beach cities during the next month Final dates on the location in each City have
yet to be worked out. However, we anticipate it being displayed hi the Atlantic Beach City Hall
pazking lot for several days. The news media and the City Commission will be informed when
the dates are finalized. .
Navy Privatization; Donna Kaluzniak and I toured Navy facilities on September 10-11 were
assured by Navy personnel that the Request for Proposals had been amended so that Atlantic
Beach could submit a bid for ownership and operation ofwater and sewer facilities at the Navel
Station Mayport without also having to make a similaz proposal for NAS. There aze at least three
other vendors that attended the tour, including JEA. The equipment was mostly in a good state of
repair, and some SCADA equipment had recently been installed. The Navy operates two
wastewater plants; one for domestic waste and the other for oily waste. Past instances of getting
oily wastes into the domestic system were discussed. Any risk of possible violation of
environmental standards resulting from contaminated domestic waste entering into the
wastewater plant should be contractually assigned to the Navy. The City has $100,000 budgeted
in the current yeaz's budget for consulting services needed to prepare a bid for the Nauy. Staff
will proceed to send out RFPs for consulting services and bring a recommendation to the
Commission in coming weeks.
