Subject: Cancellation of 10/14 W rk Session and Setting Special Meeting and Work Session for
10/28
The work session we had scheduled for 5:00 on Monday, October 14t1i has been cancelled. The
agenda for that workshop included a report from our water/sewer rate consultants and the discussion
of the bike paths. We have been advised that the rate work for the water and sewer recommendations
has not yet been completed and should be rescheduled for a later date. Because the bike path
discussion is not expected to take that much time, it will be rescheduled to 10/28 with other items.
A special meeting and a workshop are both being scheduled prior to the regular meeting on Monday
night, October 28~'. The order of items and expected times for these are as follows:
- Special Commission Meeting; to discuss impasse in negotiations with the Police Union S:15pm
-Commission Work Session Following Special Meeting
1. Water/Sewer Rate Report
2. Bike Paths
3. Skateboard Facility
An impasse has been declared in negotiations between City staff and the Police Union. The
following four items have been demanded by the Police Union and will be the subject of the impasse
hearing;
Article 12.1 Add two holidays; Police Memorial Day and Christmas Eve '
Article 13.3 Increase leave accrual rates, per pay period

Art 17.4 Increase Compensatory Time/Maximum accrual limit, from 50 hours to 480 hours
Art 17.10 Provide a minimum of 3 hours at time-and-a-half for any "call back"
Mayor Meserve has requested that the Commission discuss the issue of skateboard facilities at an
upcoming work session. He has received a number of complaints from citizens about dangerous
conditions where skateboarders have skated into adjoining streets in front of oncoming traffic and
other complaints about damage to the park facilities.
If the Commission does not finish discussions on all of these items at the 10/28 work session, it is
anticipated that a later work session will be scheduled.
