BACKGROUND: The Public Utility Department at times requires the services of
certified welders and metal fabricators, and has had an annual contract with Viaplex for
several years. Recently, the City was informed that Viaplex was going out of business
and the City would need to find another firm to perform these duties. Bids were
advertised, and a mandatory pre-bid meeting was held on September 18, 2002. Two bids
were received on September 25, 2002, as follows. Bid award recommendation was based
on an 8-hour service day:

The low bidder meeting all requirements was Ace Fabrications, LLC.
BUDGET: Funds for Welding Troubleshooting and Repair were budgeted in the
Water and Sewer Treatment and Sewer Collection, funds in the amount of $60,000 under
account nos. 400-5502-533-3400, 410-5508-535-3400, and 410-5506-535-3400.
RECOMMENDATION: Award the annual contract for Welding Troubleshooting and
Repair to Ace Fabrications, LLC at the prices submitted in Bid No. 0102-26.
