BACKGROUND: Staff received a request from the 7`~ Street.Beach Access
'Committee for improvements at the 7"' Street Beach
Access. The Committee is requesting matching funds of
. ~ 50% of total cost; which exceeds the maximum $2,500 ~ .
~limit+ A plan is attached and includes iaigation, Juniper,: ~ . •
Indian Hawthorne,.Pittosporum, Sabal Palms, sod,~and.
.mulch. Except for.the funding request, this project.falls in ~ ~,
line with the program; the area is very visible, the area is in
need of improvements, water use will be minimal and there • .. .
is a strong commitment from the Le Chateau Condominium .

Le Chateau Condominium Association has determined that it wishes to
participate in the Atlantic Beach Public Beach Access Beautification.
Program with respect to landscaping the 7th. Street.Beach Access that
adjoins our property.
We find the. landscaping installed b.y the private homeowner at 697 .~
Beach .Avenue to be very attractive, and we wish to install its mirror
image on our side of t=he street to the gate in our fence and continue with .
additional plants along our fence line to the corner at:~each Avenue: ~.
We h~ave..solicited proposals from three~comp~anies (attached) the:most
favorable of which is that from Second Hand Ross Nursery, which included
adetailed lan~ds~cape plan (also attached). A review 'of theproposals will
indicate that Second band Rose Nursery determined more plants were
~-eeded t=h~ah ~reeori~~ie~~ded ,b'y ~t:fie at:i':ie~.~t'wa eafnp.a~i~ies. 'Coi~se~'uetl~ly,
we have adjusted their bids to accommodate tEie difference as follows:

Clearly the proposal from Second Hand Rose Nursery is preferable,
especially with .respect to the included "extras"--
. • Removal of existing turf ,by s.od .cutter
. Soil amendments ~ -
• Slow release fertilizer -
. • Grading and weeding of retention -wall, area
• Minor repair to rock wall .
New sod from gate in fence to Beach Avenue
The Atlantic Beach Public Beach Access Beautification. Program provides
matching funds up to ~~,500 for such projects. However, inasmuch as~the
'City 'of Atlantic Bea~eh is itself ari important 'u'ser of the 7th Street P,ecess
beeause it is €he major ve~iiele aeeess to tMe l~eael~ used ~ji €be Ci€y €or
both emergency and service vehicles, we ask that the City increase its
contribution to 50°l0 of the total. Le chateau homeowners will fund the
~ba~lance f except that we wi~l~l request contributions from the two
neighboring properties: 697 and 699 Beach Avenue). ..
In compliance: with the Procedures published by the Atlantic Beach Public
Beach. Access Beautificat'ion' Program, November 2Y, 2000, we have
formed an ad hoc committee of Le Chateau homeowners for this project:
