BACKGROUND: The Public Works and Utility Departments developed specifications
and requested bids for Landscape Maintenance at 29 locations which include the ~ .
following facilities: ,Public Works; Animal Control; Water Plants 1, 2,.3 and 4;
Wastewater Plants 1 and 2; two fields ne.~ct to Water Plant 4 and Wastewater Plant 2; and •
20 lift stations.
. Specifications for this work were modified and upgraded to clarify language to include'
,regular tree trimming, irrigation system maintenance and repair, and to provide more
thorough upkeep of landscaped areas.
Seven contractors attended the Mandatory Pre-Bid Meeting on September 25, 2002. Five
_ .bids were received on October 10; 2002. All bidders, with the eYCeption of Mainscape ~ _

The low bidder was. Lem's Tree Service.
BUDGET: Funds for Landscape Maintenance were budgeted at $71,300 included in
the Water and Sewer Treatment, Sewer Collection and Stormwater funds under account
nos. 400-5502-533-3400, 4I0-5508-535-3400, 410-5506-535-3400 and 470-0000-538-
3400. Bids were higher due to the.increase level of service required. Additional funds
will be available in these accounts due to reduced requirements for laboratory work, as
well as some contract maintenance work that will be performed in-house. .

RECOMMENDATION: Award the annual contract for Landscape Maintenance to
Lem's Tree Service in the amount of $111,300.00.
