'~ Director of Public Works DATE: October 15, 2002 BACKGROUND: ~ As discussed during the February 25, 2002 Commission Meeting,. a . . major component of the EPA 3'19 Grant which we have received is • the.Stormwater BMP Implementation and Public Education ~. ' Program. We solicited proposals from consulting firms to assist with this component. Three firms responded and were ranked as ~ • follows: 1. Bluewater Environmental of Florida, Inc.. 2. Aerostar Environmental Services, Inc. 3. Environmental Consulting and Technology, lnc. (ECT) ..Three large baffle boxes have already been constructed for stormwater treatment. The selected firm will perform extensive wet • ~ ~ weather field sampling and testing to monitor their efficiency, ~ ~ . .. analyze results and provide an optimum schedule and report for their. . ~ operation and maintenance. ~Bluewater's staff has teamed with Columbia Analytical Services, Inc., to furnish the laboratory tests for the field sampling arid Felicia M. Boyd & Associates, Inc, to assist with the public education . ' ~ program. . RECOMIYIENDATION: Authorize City Manager to sib contract with Bluewater ~ ~ _ ~ , Environmental of Florida, Inc.. ~ ~ ~ : . .BUDGET: Within the EPA 319 Grant,~a preliminary estimate of$100,000 was budgeted for this component. Bluewater Environmental of Florida, .Inc. is proposing to complete the work for $81,370. (Aerostar proposed $88,640 and ECT proposed $104,810.) .
