AGENDA ITEM: Agreement with City of Neptune Beach for Maintenance of
Flyover Landscaping

BACKGROUND: The City of Atlantic Beach has accepted the responsibility for
• maintenance of several areas on the north side of Atlantic Boulevard
that were landscaped as a part of the Mayport RoadlFlyover Project. Our
' maintenance began when the maintenance period for JTA's contractor
• expired on July 3`d. ~ . -
. To provide•a consistent appearance between the landscaped areas'on
• both sides of Atlantic Boulevard, and to ease the administrative burden .
•• - on both cities, Neptune Beach. has asked Atlantic Beach to maintain ..
. those areas that were landscaped on the south side of Atlantic Boulevard
. and which are now the responsibility of the City of Neptune Beach to
maintain in accordance with their contract with the Florida Department
. of Transportation. The proposed agreement that has been reported to the '
City Commission. on several occasions in the past was for Atlantic Beach •
to charge Neptune Beach our out of pocket.costs for maintenance in

their areas. Any reimbursement that Neptune Beach would receive
from the FDOT would go directly to Neptune Beach Atlantic.Beach
• has been maintaining these areas since July 3rd
• ~ Neptune Beach has finally.resolved their contract issues .with the..
• FDOT and has signed a separate agreement with Atlantic Beach to ~ .
zeimburse us for maintenance costs. This agreement was prepared•by
Atlantic Beach~staff. ~ • .
BUDGET: Neptune Beach has chosen~a bi-weekly schedule for maintenance of
their landscaped areas and the. current'•contract price, for that is .
• ~ $18,Ob0 per•year. The contract will be rebid in January :of 2003.
RECOMMENDATION: Authorize the City Manager to execute the attached agreement with :• "
. the City ofNeptune Beach for maintenance ofthe Flyover areas south of .
• ~ ~ Atlantic Boulevard. •
