Police Employee Pension Board Minutes - 11.08.18a Report to the City Commission Commission Meeting of June 24, 2019 Agenda Section: ACTION ON RESOLUTIONS Agenda Item: 8.A Resolution No. 19-35 Prepared By: Michelle Cook Date: June 12, 2019 BACKGROUND The Police Department Communications Division serves as a Public Safety Answering Point (PSAP) for the citizens of Atlantic Beach. This includes answering all incoming emergency and non-emergency calls from citizens and directly dispatching police units to these calls. The Communications Center has 1 ½ workstations for Emergency Communications Operators (ECOs) to answer and dispatch police service calls. The Police Department contracts with the First Coast Radio System to provide radio a communications system. This network is maintained by the City of Jacksonville and utilizes Motorola equipment. Presently, only one position has a full radio console for communications that is capable of performing all tasks required to manage calls for service. The second console is only capable of taking incoming calls from citizens and entering the information into a Computer Aided Dispatch (CAD) software. The only backup radio available in the Communications Center is a hand-held portable radio that does not have the full capabilities of a dispatch radio console that is controlled by a PC, connected to the First Coast Radio system by a hardwired data line and integrated with the CAD system. The Police Department has identified the need for a second radio console to have available two full dispatch positions to enhance operational capability and provide a backup position if the primary position becomes inoperable. The selected radio console has been identified by the City of Jacksonville radio technicians and by Motorola as a compatible radio console for use by our agency. The cost for this console software is approximately $30,000. Motorola is the sole source for supply of these radio consoles which are not available from any other vendor. Other manufactures radio systems are not compatible for use on the Motorola network as it is a proprietary system. FISCAL IMPACT For the Commission to authorize by proclamation the City Manager to expend budgeted police funds from account 001-2001-521-41-00 to purchase one radio console within city purchasing guidelines for software that will exceed $25,000.
