BACKGROUND: As discussed during the February 25, 2002 Commission Meeting, a
major component of the EPA 319 Grant which we have received is
the Stormwater BMP Implementation and Public Education
' ~ Program. We solicited proposals from consulting firms to assist
with this component. Three firms responded acid were ranked as
follows:
1. Bluewater Environmental of Florida, Inc.
2. Aerostar Envirorunental Services, Inc.
3. Environmental Consulting and Technology, lnc. (ECT)
Three large baffle boxes have already been constructed for
stormwater treatment. The selected firm will perform extensive wet
weather field sampling and testing to monitor their efficiency,
analyze results and provide an optimum schedule and report for their
operation and maintenance.
Bluewater's staff has teamed with Columbia Analytical Services,
Inc. to furnish the laboratory tests for the field sampling and Felicia
M. Boyd & Associates, Inc. to assist with the public education
program.
RECOMMENDATION: Authorize City Manager to sign contract with Bluewater
Environmental of Florida,. Inc.
BUDGET: Within the EPA 319 Grant, a preliminary estimate of $100,000 was
budgeted for this component. Bluewater Environmental of Florida,
Inc. is proposing to complete the tivork for $81,370. (Aerostar
