STAFF REPORT
AGENDA ITEM: Approval of the Police Union contract for the period October 1, 2002
through September 30, 2003.

BACKGROUND: On October 28, 2002, the City Commission resolved an impasse that•had
been declared by the Police union by providing the Police union
members with Christmas Eve as a holiday and increasing the
Compensatory Time accrual limit from 50 hours to 100 hours.
The key changes to the contract are:
- Article 12, Holidays. Establishes Christmas Eve, December 24`h, as
an additional holiday. (Approved at impasse hearing)
- Article 17, Hours of Work and Overtime. Increases the amount of
Compensatory Time that an employee may accrue from 50 hours to
100 hours. (Approved at impasse hearing)
Article 26, Wages. Police union members will receive the same pay
increase as other employees; that is, the minimum, midpoint, and
maximum pay for each grade will be increased by 3% with current .
employees receiving a 4% pay adjustment based upon the new
midpoint for their grade.
Recommend that pay be effective October 1, 2002 for the Police
Officers' pay increases with all other changes effective upon contract
approval. The reasons for this recommendation are:
- The City did not prevail on the impasse items, and
- Impasse was declared by the union on September 27, 2002; however,
the earliest date that an impasse hearing could be scheduled with the
City Commission was October 28th.
BUDGET: Wage increases were funded within the current budget; however, the
Holiday change will cost an estimated additional $8,800. These funds
will need to come from the current Public Safety Department budget.
ATTACHMENT: .Proposed union contract. Deleted items are indicated by a °*~'~°g h
with new items indicated by an underline. NOTE: The union contract
still needs to be ratified by the union members which should be
completed by the Commissioner meeting on November 11, 2002.
RECOIYIMENDATION: Contingent upon union member ratification, that the City Commission
approve the Police union contract for the period October 1, 2002 through
September 30, 2003.
