Exh 8CAGENDA ITEM #8C NOVEMBER 11, 2002 CITY OF ATLANTIC BEACH CITY COMMISSIONER MEETING STAFF REPORT AGENDA ITEM: Authorize Christmas Eve as a holiday for All City employees. SUBMITTED BY: George Foster, Human Resource Manager DATE: November 4, 2002 BACKGROUND: On October 28th, the City Commission approved Christmas Eve as a holiday for Police union members. This action results in Police union members receiving 11 holidays; whereas, other City employees receive 10 holidays. As all Police union members, except Detectives, work a 10 hour workday, this provides Police union members with 110 hours of paid holiday time off as opposed to the current 80 hours for other City employees. Approving Christmas Eve as a paid holiday for other City employees will provide them with 90 hours of paid holiday time off. Past practice of the City has been to "close" the City government and provide all City employees with Christmas Eve as a day off whenever Christmas did not fall on a weekend. FUNDING: It is estimated that the additional cost of this holiday for All other City employees is $2,734. The additional cost for Police union members is estimated to be $8,800. Unless an employee is required . to work on Christmas Eve or Christmas, there is no additional direct cost to the City for this action, only a reduction to the total 'hours that an employee works. However, the total employee budgeted cost for each workday is currently $28,293. This action increases the overall budgeted cost for Christmas Eve to $39,827. FUNDING: The above funds will need to come from current departmental budgets. RECOMMENDATION: That the City Commission authorize Christmas Eve as a holiday for All City employees. CITY MANAGER:
