STAFF REPORT
City of Atlantic Beach
Commission Meeting
AGENDA ITEM: Skateboarding On City Property
DATE: November 5, 2002
~~,,~~,~,~
SUBMITTED BY: David E. ThompSori, Chief of Police/DPS
BACKGROUND:
On October 28, 2002, the City Commission recognized that structures in Bull Park were
being damaged by skateboarders. To prevent further damage to the facilities, the
Commission concurred that skateboarding in Bull Park should be discontinued. To
.provide a foundation for the enforcement of a prohibition against skateboarding in Bull
Park, an ordinance has been drafted for consideration..
When drafting the proposed ordinance, staff adapted language from municipal ordinances
from other Florida cities. Additionally, staff provided a broader application of the
limitations to include facilities including, but not limited, to Bull Park. The language
includes: "Skateboarding is prohibited on City owned. and controlled property in and
around all City parks and buildings, including the parking lots adjacent to them." This
includes City Hall, the Public Safety Building, the Public Works Building, Utility Plants,
all City Parks, and the parking lots around these facilities. This language provides a more
comprehensive approach than simply addressing one problem in one location.
The proposed ordinance also provides'a mechanism for the designation of areas for
skateboarding within these locations as long as it has been so designated by the City
Manager, Parks and Recreation Director, or by ordinance.
Please see the specific language below:
