RE Agenda Item for 9 Jan 17Commissioner Stinson, Making the decision to begin towing vehicles from private property should be considered carefully and based on the documents you reference, there is a lot of information to digest. Staff would be more than happy to draft something for inclusion into the meeting by the date you requested, but I cannot promise a legal review by the 23rd when receiving direction on the 9th to proceed, without input from Brenna. The deadline for the 23rd is the 9th, so it may have to be the first meeting in February if that is ok? The budget impact in staff reports is generally intended to indicate if the implementation and execution of the new item would cause the current year’s budget to be amended or to describe how much it would cost as budgeted. It does not mean it would not cost any time or money. If the adoption of such an ordinance required additional manpower or some other cost, we would couple the request with a budget ordinance or describe what funding source could be used to fund it if additional funds were needed. Enforcement of this would be handled in the Code Enforcement Officer’s salary already approved and I would not expect us to have to supplement that. The only cost that concerns me is the legal fees associated with the adoption and enforcement including attorney hours spent in Code Enforcement proceedings paid by the hour.
