Per section 14-51(3): nonconforming signs shall be made conforming with all provisions of this chapter when the following changes are made:
(b) any change which increases illumination;
(d) any change which alters the material used for the display area or face area by more than 25%.

There is a note on the revised plans that says, “this design DECREASES the illuminated area by 64.3 square feet, it does not alter materials used by more than 25%. Replacing existing
pylon with a monument sign is not feasible due to visibility issues caused by blockage from the Fleet Landing corner sign.”
