Exh 9AGENDA ITEM #9 DECEMBER 9, 2002 December 2, 2002 MEMORANDUM TO: The Honorable Mayor and Members of the City Commission FROM: Jim Hansoi City Manager SUBJECT: City Ma er's Report Christmas Lights; City Commission budgeted for the installation of Christmas lights on utility poles on both Atlantic Boulevard and Mayport Road. A joint committee of officials from both Atlantic Beach and Neptune Beach choose the design of the new lights. Those lights have now been installed. They will be turned on December 7`t' to coincide with the tree lighting ceremony in Town Center. No lights were installed on Atlantic Boulevard between the Seminole Road intersection and Town Center because the utility poles were to close to the pavement. If lights were installed on those poles like they are on the others, they might create traffic hazards. Poiymer for Wastewater Treatment: On March 25, 2002, the City Commission awarded an annual contract for polymer to the low bidder, Ondeo Nalco. Although the polymer passed the initial performance testing, continued use,of the polymer has caused upsets of the biological , treatment process, resulting in excessive foaming and the need for additional solids handling., Wastewater treatment plants are biological systems that may have varied reactions to certain chemicals. Each polymer manufacturer uses its own proprietary formulas, and evidently the low-bid polymer is incompatible with our treatment plant's biology. Staff has determined that using this polymer has resulted in more cost to the City for additional treatment than we are saving by using the low bid product. The total cost ofthe polymer is $16,000 per year and the difference between bidders was $1,100. Additional costs related to plant upsets in the last three months have included $9,000 for electricity to run pumps longer, more polymer used and additional staff time for dewatering .and extra trips to the landfill due to more •liquids being transported. Staff has requested use'of the polymer provided by Leachem, Inc. be considered as a sole source proprietary product. This polymer has been used for several years with no adverse affects to the treatment process, and the vendor has agreed to honor their bid price. In past years, Leachem has been the lowest bidder. Iii this last bid, they were the third lowest, with, a difference in cost of $1,100. Recreation Fee Schedule; The City's Recreation Department has charged fees for various services or events for many years. Attached is a schedule of the fees for 2003.
