The following aze responses to questions and requests for addit•.onal information that were made
in recent City Commission meetings.
Ouestions on Water 1Saster Plan/Consumptive L'se Permit Renewal Application: Several
questions objections to the City's contract with Camp, Dresser and McKee for a Water Master
Plan and prepazation of the Permit Renewal Application were r::ised at the December 11'" City
Commission meeting. One allegation was made that the City's ,:ontract with CDM included
approximately 1,450 hours of consultants time to complete the Application. This allegation was
incorrect. The spreadsheet which was attached to the agenda picket included only 98 hours to
prepare and submit this Permit Application. Additionally, there was a (not to exceed) total of 36
hours included in the contract for response to any questions tha: may be raised by the St. Johns
Water Management District. Consequently, the total hours allocated to the Consumptive Use
Permit Application equals 134, not 1,450.
A second question was raised about a requirement to pay for engineering services if the City
chose to terminate the project. The contract states that, in the event of any termination, the
engineer will be entitled to invoice the City "for all services performed or furnished and all
reimbursable expenses incurred through the effective date of termination."
Distribution of Agendas: A request was made by the Commissioners at the December 18m
meeting for an earlier distribution of the agendas for upcoming meetings. In the future, all
Commissioners with fax machines will receive a copy of the (preliminary) agenda on Wednesday
prior to each meeting. Those that do not have fax machines wif have them placed in their box at
City Hall at the same time. The responsibility for delivery of the complete agenda packets has
been reassigned and should ensure for more timely deliveries on Thursday afternoons.

Posting Agenda Packets to the Web Site; Another issue about the availability of the City's
agendas was raised at the last Commission meeting; posting the material on the web site. Few
people realize the steps necessary to put the information on the web. By Wednesday afternoon
prior to the meeting, the City Clerk's office must make one cieeat copy of all documems to be
posted and deliver them to the Federal Express collection box for shipping to a company that
scans the data for us. That company then a-mails the scanned cata as attachments back to the
City by late the following day (Thursday). if the a-mail is recei red early enough, these can
sometimes be posted by City employees to the web site by that evening. More often however
these supporting documents aze placed on the web page on Friday. City staff will continue to
look for better/faster ways to post the information to the web site.
Use of Eaisting AUantic Beach Wastewater Facilities for rlaster Wet Well? A question was
raised at the December 18°i meeting about whether or not there were any existing facilities at the
Atlantic Beach Wastewater Treatment Plant which could be medified for use as a master wet
well. Doug Lavton of Smith & Gillespie Engineers, Inc initially responded that he was not aware
of any at the meeting. Since then, Mr. Layton has reviewed copies of the As-Built drawings of
the WWTP and has discussed the matter with City employees. He has reported that they have
been unable to find any existing structures which could be modified to function as a master wet
well.
Complaints About Water Plant Number One: Several complaints were raised in the
December 18'" Commission meeting about the City's Water Plant located on the west end of 11~'
Street. These complaints included an odor coming from the plant and possible overflows of the
water tank running into the City's sewer system and thereby contributing to the need to build
additional wet well and pipe capacity to handle the flows. Bob Kosoy contacted the person
raising these issues after the meeting and was told that there had not been any overflows at the
water plant for at least two yeazs. Further, if any water tank overflow occurred due to equipment
malfunction, the excess water would flow into the storm drainal;e system, and not the sewer
system. The complaint about water plant odor originally came 17om another resident in the
vicinity of the water plant who was not present at the December 18'" meeting. Mr. Kosoy has
tried repeatedly to get in touch with the resident to find out moi a about the complaint, but has
been unable to do so.
