Police Supervisory Exchange Program: The Atlantic Beach Police Department will "exchange"
Police Sergeants for one week at a time with the Police Departments in Jacksonville Beach,
Neptune Beach and St. Augustine. The purpose will be to allov~ the front line supervisors to
work in other similar sized Police Departments to find ways that each department can do their
jobs better. See the attached memo from David Thompson dated December 12, 2000 for
additional information.
Air Show Update; Representatives from the Blue Angels were in the Beaches on December 21"
to assess local facilities for the 2001 Air Show and brief local representatives on a variety of Air
Show needs. The estimated cost to the Navy to supply the Blue Angels group for a weekend
show is approximately $89,000, although their charge to the Ait Show is expected to total
$12,000. The Navy foots the bill for the difference as a cost of recruiting. Aside from the seven
flying members of the team, the entourage will include numerous mechanics, an announcer and
other ground service personnel. They will occupy 40 rooms at the Sea Turtle Inn and will require
a total of 27 vehicles to move people and equipment back and frtrth. Arrangements for facilities
made thus far appear to be satisfactory at the Mayport Naval Base. The Blue Angels reps
however warned local officials to expect some complaints about noise of their aircraft from the
time of thew arrival on Thursday, November ]" through Sunday, November 4'".
New Web Page: The City of Atlantic Beach's web page has been updated to improve visual
appeal, add several links to other organizations, a-mail directly to City elected officials that have
e-mail accessibility and offer other information for users. If you have not checked out the City's
site recently, you may want to look it over again. The web site is ci.atlantic-beach.fl.us.
Emplovee of the Month: Carlene Matthews, Fiscal Agent in the Finance Department was
designated the Employee of the Month for December. She started with the City in 1976 as a
computer operator and was promoted to the Fiscal Agent in 1986. Carlene's main contribution to
the City has been in her long term work behind the scenes to keap the utility billing systems
working properly. Most recently she converted softwaze systems and reviewed the Stormwater
commercial billings.

Historical Tree Survey Underway; Several people have asked why there is orange ribbon on
several of the palm trees in the right-of--way on East Coast Drive;. These are being mazked in
connection with a survey of historic trees in Atlantic Beach that was requested by the Tree Boazd
and funded by the City Commission in the current yeazs budget.
Height of New Atlantic Boulevard Bridge; Questions have been asked about the appazent
difference in height of the new bridge being constructed over thy: Intercoastal Waterway versus
the existing bridge. JTA officials have advised that two factors caused for the difference in
height. The first is an increase in the elevation of the road approaching the bridge on the east
side. The new approach will be raised so that it will no longer be effected by flooding at certain
times of the yeaz. Secondly, new highway standazds require a different (lower) gradient on the
approaches. Consequently, while the center of the new bridge dill not be much different from the
elevation of the existing bridge, the east and west sides will be considerably higher in certain
places to allow for a more gentle approach slope.

The Police Chiefs from Jacksonville Beach, Neptune Beach, St. Augustine, and
Atlantic Beach have been discussing a supervisor exchange program. The purpose
of the program is for first line supervisors (Sergeants) to work for a week in
another, similar sized agency, to obtain ideas and suggestions for improving
operations.
The four (4) listed departments have some similar characteristics. They are
located in the same general region, they are roughly the same size, and they are
beach communities. Since they deal with similar issues, the chances are good that
some departments have found "better" ways to addres~~ problems and resolve
issues in their communities. If the departments exchaltge supervisors for short
periods of time, then the supervisors may be able to identify ways to improve
operations based on the experiences of the other agencies.
The Police Chiefs have outlined process for an exchange program. Each
Department would identify a sergeant or several sergeants to participate in the
program. Arrangements will be made to assign a sergeant to another agency for a
week. Since most of these agencies have similar shift schedules, this should not
be a problem in terms of scheduling.
The sergeants will take a list of questions and procedures to use as a guide for
reviews. After experiencing a week with a sergeant from another agency, the
visiting sergeant will return to the home department azld compile a written report
including the suggestions for tactics, procedures, or other changes that he or she

believes would be beneficial. Suggestions will be reviewed, discussed, and
implemented if approved.
This program can be accomplished within the existing budget. The occasional
loss of manpower for a week will not be a significant lludgetary problem, and we
have the opportunity to learn from other law enforcement professionals in our
area.
With your approval, I am planning to proceed with the Atlantic Beach Police
