Exh 3AAGENDA ITEM #3A JANUARY 22, 2001 January 17, 2001 MEMORANDUM TO: The Honorable Mayor and Members of the C' Commission FROM: Jim Han lty anag SUBJECT: Follow-up items The following are responses to questions and requests for additional information that were made in recent City Commission meetings. Church Street Extension; In a Commission meeting last November, City staff reported that it would be possible to extend Church Street to connect directly with Dutton Road because the City already owned the right-of way jointly with the City of Jacksonville. The Commission then questioned if Jacksonville would agree to opening the remaining portion of Church Street and further ff Jacksonville would be willing to contribute some of the cost towards the construction project. In a meeting on January 16"', Joe Miller, Public Works I}irector for the City of Jacksonville, agreed that Jacksonville would not only consent to opening this portion of Church Street but would also pay up to $45,000 (1/2) of the estimated cost to extend the road with related drainage system improvements. The next step will be for the Jacksonville General Counsel's office to prepare an Interlocal Agreement for both Cities to review. That Agreement will be forwarded to the City Commission For approval prior to advertising the project for bids. It will also take a budget amendment on the part of Atlantic Beach as no funds are presently available for this project. Restrictions on the Parking of Recreational Vehicles; At the last City Commission meeting, several boat owners objected to the City's enforcement of regulations limiting the parking of boats in front of residential properties. One statement made by some of the boat owners was that the City had only recently begun to enforce the restrictions. The number of citations issued for violations of RV pazking requifements over the last seven years is as follows; 1994 24 1995 55 1996 39 1997 38 1998 60 1999 42 2000 73 AGENDA ITEM qJA JANUARY 22, 2001 Code Enforcement in Roil Palms Area; A citizen complained about the lack of enforcement for City code violations in the Royal Palms area, with particular concern for property at the intersection of SailfishlSeaspray. The particulaz house at 457 Sailfish has been cited for storage of scrap metal on previous occasions. As of January 11`", the owner had removed a trailer full of scrap metal from the site. Other code enforcement activities in Royai Palms since the last Commission meeting have included 24 vehicles cited for no registration. Sidewalk on Sherrv Drive; A citizen at the last Commission meeting requested the Commission to install sidewalks on both sides of Sherry Drive in connection with the upcoming reconstruction project. Present plans call for sidewalks on only one side. The City does have sufficient right-of- way (60 feet) to install sidewalk on both sides of the street. At an estimated cost of $20.00 per square yard, the installation would run about $35,000. The City has not paid for sidewalks on both sides of any other street. However, having a school located on Sherry Drive maybe one reason to vary that policy.
