BACKGROUND: On January 6, 1999 bids were opened for the City contract for Polymer. for the
Atlantic Beach Sewer Division. Bids packages were sent to eleven vendors.. There were two bidders
that successfully met all bid requirements. The City Commission awazded the contract to the low bidder,
Leachem Industries.
Polymer is a chemical necessary for dewatering sludge at the Atlanfic Beach Wastewater Treatment
Plant.
City staff has spoken to Leachem Industries regazding an extension of their current contract for one year
at the current rates and they have agreed, provided their costs to manufacture the product does not
escalate. In the event the contractor is no longer able to maintain current pricing, the contract will be re-
bid. Staff has been pleased with the performance of this contractor and the product. As per Bid No.
9899-2: "The City reserves the right to renew the contract for two additional one-year periods pending a
mutual agreement between the City and the Contractor, and a review of the contract performance by
Contractor for the previous yeaz."
BUDGET: Polymer is budgeted as part of the operating supply account in the Atlantic Beach Sewer
Utility Fund, Account No. 410-4101-535-5200 in the amount of $30;000.
RECOMMENDATION: Extend the Polymer contract for one additional yeaz to Leachem
Industries.

Inc. would tike extend the above reference Bid Loran additional year at the
quoted bidprice of $0.869 per pound. for Polymer in 55 gallon drums, providing
that the fuel surcharge does not continue to escalate and the cost of
manufacturing materials necessary to provide the product do not increase.
