ITEM: Classification and Pay Study

BACKGROUND: Within the FY 2000/2001 budget the City Commissioners approved
$8,000 for a Classification and Pay Study. An RFP to hire a consultant
was prepared with 8 proposals received. The City Manager and Human
Resource Manager evahuated the proposals and conducted telephone
interviews with the top 3 evaluated consultants. Afrer interviews,
references were checked on the top consultanrt.
FUNDING: All bids received exceeded the funds within the budget by approximately
$7,000 to $35,000. Palmer &Cay was one of the lowest bidders and the
lowest bidder that rcret all criteria within the RFP. Their bid. of $15,175
exceeded the $8,000 within the budget by $7,175.
RECOMMENDATIONS:
1. That the City Comtission concur with the selection of the Palmer &
Cay Consulting Group to conduct a City Classification & Pay Study.
2. As the Palmer&Cay bid of $15,175 exceeds the $8,000 within the
budget, that the City Commission authorize the City Manager to identify a
fimding source and submit amid-year budget modification to transfer an
additional $7,175 for a total of $15,175 to cover this action.
