PROCLAMATION
WHEREAS, April is the birth month of Thomas Jefferson, the author of the first
comprehensive manual on parliamentary practice in this country, which afforded a basic
pattern of rules and a measure of uniformity for legislative processes'. of the United
States; and
WHEREAS, the use of parliamentary procedure provides an orderly method for
conducting a meeting, expediting the handling of business, affording equality of
participation to all members, and protecting the rights of both the majority and the
minority; and
WHEREAS, the month of April has been designated as "Parliamentary Emphasis
Month" by the Senate and House of Representatives of the United States of America in
Congress assembled.
NOW, THEREFORE, 1, John Meserve, by virtue of the authority vested in me as
Mayor of the City of Atlantic Beach, do hereby proclaim
THE MONTH OF APRIL, 2001
AS.
PARLIAMENTARY EMPHASIS MONTH
in Atlantic Beach and urge the people of the City of Atlantic Beach to observe the month
with appropriate ceremonies, programs, and activities that promote the concept of
efficient organization of meetings through parliamentary practice.
