Exh 3CAGENDA ITEM #3C MAY 14, 2001 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Church Road Extension SUBMITTED BY: Jim Hanso C;t , ~ DATE: May 7, 2001. BACKGROUND:. It was reported to the Mayor and Commission at the November 13, 2000 meeting that it was possible to extend Church Road from it's present termination point at Mealy Street westwazd for approximately two blocks to connect with Dutton Road to make it easier for residents in the area to get to their homes and to improve the access for Dutton Preserve. The right-of--way for this street extension project was owned by the Cities of Atlantic Beach and Jacksonville and the City limits line was the centerline of the unopened portion of Church Road. Attached is a drawing labeled Exhibit A; Unopened Portion of Church Road. The Mayor and Commission directed staff to contact the City of Jacksonville to see if they would give permission for the extension of the street over their portion of the right-of--way and if they would provide some of the funding. Discussions were held with Joe Miller, the new Public Works Director for the City of Jacksonville and it was reported in the Commission meeting on January 22, 2001 that Mr. Miller had agreed for Jacksonville to pay for one. half of the cost of the street extension up to a total amount of $45,000. The next step was for the City of Jacksonville's General Council's Office to prepare an Interlocal Agreement for this project. Since that time, drafts of the Interlocal Agreement have been circulated between staff members in both cities and a final copy is ready for the consideration of both elected bodies. The City Attorney of Atlantic Beach has reviewed the language and his suggestions were incorporated. BUDGET: The total project cost is estimated at $90,000 with Atlantic Beach's shaze being $45,000. This amount will be included in the mid-yeaz budget adjustments which will be presented for the City Commission's approval on May 14th. AGENDA ITEM #3C MAY 14, 2001 RECOMMENDATION: Approve the Interlocal Agreement and authorize the Mayor to execute the Agreement on behalf of the City of Atlantic Beach.
