Call to order – Marina Kaplan called the meeting to order – 3:02 pm 2. Minutes from June 4, 2019 – approve as written, motion made by Mateo, seconded by Carol. All in favor. 3. Recognition of Visitors 4. Ongoing Business a. Contribution Scoring Procedure Marina led the discussion concerning the scoring procedure for the grant applications. 1. 200 total points 2. The first score is preliminary. 3. The organization’s application will be scored again after the presentation. 4. Participants – max 35 points (the committee will use their judgment). 5. Need – max 20 points (Are they addressing a need). 6. Description of program/event a. Goals & Objectives – max 15 points b. Program/event – max 40 points c. Advertising – max 5 points d. Access – max 10 points (Is it easy to get in) e. Evidence based – max 15 points f. Fee or cost – max 15 points 7. Evaluating – max 30 points 8. Resourcing – max 15 points 9. Conflict of interest 10. Final Report 5. New business a. Mayport Road Mural Project Recommendation City Planner, Amanda Askew explained the process for scoring the application and making a recommendation to the City Commission. 1. Address: 1221 Mayport Road 2. The idea is to encourage economic development along the Mayport Corridor 3. 75% match up to $7,500 4. The process is as follow: Application submittal, Review by staff, Recreation Committee Recommendation and City Commission approval 5. Funding for this project: $912 total, $684 funding available, $228 match 6. Same artist that did the mural on the North end of the Plaza. 7. There is support from surrounding business owners. 8. Paula advised that a maintenance clause be added to the contract. Carol motioned to accept the Mayport Road Mural Project at 1221 Mayport Road, Marina seconded and the motion carried. 5-0 6.
