DIG LocalSS � of Atlantic Beach Con trio u tion Awards: Cultural Arts and Recreation Programs FY201 9-202 0 i Application Guidelines Package For ORGA NIZA TIONS APPLICATION GUIDELINES FOR FY2019-2020 CONTRIBUTION AWARDS Funding Availability: The City Commission has allocated funding for FY2019-2020 to support artistic, recreational, or cultural programs, events or projects which benefit the residents of Atlantic Beach. Applications for contributions are invited from eligible non-profit, 501(c)(3) community organizations, providing extra-curricular/extramural programs, arts, cultural and recreation programs, activities or events that serve Atlantic Beach residents. Only one (1) Contribution application may be submitted per eligible non-profit, 501(c) (3) community service organization, with award request of $100 - $3,000 per applicant. Final Contribution Award amount may be allocated as determined by the Cultural Arts and Recreation Advisory Committee. In the event that the amount awarded is less than the amount requested, applicants must be prepared to submit a revised program budget and description reflecting changes in scale if applicable. Please note relevant code pertaining to contributions: See. 2-2. Charitable contributions prohibited. The City shall not contribute City funds to any charitable, non-profit, or other worthy cause. However, the City may contribute City funds or other support to artistic, recreational, or cultural programs, events or projects which benefit the residents of Atlantic Beach, as follows: (1) Requests for contributions to such programs, events or projects shall be submitted to the Cultural Arts and Recreational Advisory Committee. (2) The Cultural Arts and Recreational Advisory Committee will make recommendations on any such requests to the City Commission, who will then make the final decision on funding the request. (3) Any request for contributions which are not artistic, recreational, or cultural in nature shall be submitted directly to the City Commission for consideration. (Ord. QUALIFYING CRITERIA Applications are limited to non-governmental, non-profit organizations serving the Atlantic Beach community. Excluded entities include the following: municipal organizations, state or local government organizations and private individuals. (NOTE: Duval county schools applying for funding for extra -curricular or extramural activities/programs/services, after-school programs, or authorized student activity organizations that serve Atlantic Beach residents should apply using the SCHOOL application package). Organizations already receiving funds or financial support from the City of Atlantic Beach FY 2019-2020 may not apply for additional funding. PROPOSAL GUIDELINES Applications will be iugggdand 1� for funding consideration by the Cultural Arts and Recreation Advisory Committee on a number of criteria. 1. Serves Atlantic Beach residents. Proposal describes how many residents of Atlantic Beach are expected to participate and how many hours participants will be engaged in the program or event. The event or program is open to all residents of Atlantic Beach, and is non-discriminatory and free from inherently religious activities. 2. Cultural, Arts and Recreation: Program, event or activities are cultural arts and recreation in nature (or support access to participation in cultural, arts, recreation programs or events). 3. Community need: The proposal addresses an existing need in the community (for example there is currently a need to increase opportunities for cultural, arts and recreation programs or activities for teens and young adults, and there is currently a need for programs and events in Jordan Park and Donner Park areas of Atlantic Beach). 4. Evidence Based: The program or event is supported by evidence of successfully achieving expected outcomes S. Affordability: The event or program is free or made affordable to residents of Atlantic Beach. Proposal describes planned steps to ensure that participants are not denied the opportunity to participate due to their inability to pay the registration or other related fees. 6. Accessibility: The program or event is made accessible so that residents of Atlantic Beach who do not live near the program/event location and/or who do not have transportation can still participate i. Program Costs: Fair and justifiable program costs (detailed program/event budget required). 8. Adequately resourced: The proposal includes evidence of supplemental funding, such as leveraging matching funds, collaboration, volunteers or other resources. 9. Originality and creativity. Applications of projects or programs that are new and unique to the community or which provide a new or unique twist on an existing program are strongly encouraged. 3 10. Evaluation: There is in evaluation plan that measures participation/impact and will provide useful/actionable data. 11. Timely: Completion of Special EventlProgram Activity between: October 2019 and September 30, 2020_ CONTRIBUTION AWARD EXPENDITURES Contributions will be funded upon approval of the City Commission and announcement of recipients. Expenses must be directly related to proposed program or event services, materials or activities occurring within the award period. Awardees will be required to maintain financial records to support claimed expenditures and project accomplishments. Funds for the proposed special event or program activity must not be used to replace or offset funding sources normally available for any portion of the special event or program activity, nor be used by the applicant to fund/supplement its own monetary giving. Funds may not be used for capital expenses, lobbying or other excluded activities. Funding may not be used for inherently religious activities. FFINAL REPORT AND RECEIPTS The City Staff will review submitted copies of paid receipts/invoices and a written final report to ensure that funds were spent in compliance with the approval application. Applicant will be required to reimburse the City of Atlantic Beach for all inappropriately spent funds. Final Report is due 30 days following completion of the program or event. PRIOR FINANCIAL ASSISTANCE Information provided on application will be used to review prior performance history. Significant non-compliance issues will be taken into consideration and may affect future funding decisions jointly made by the City Commission. NOTE: Eligibility for FY2019-2020 Contribution Awards may be affected if an organization has previously received a Contribution Award by the Atlantic Beach City Commission, or has not fully disclosed that a Contribution Award was not fully expended, or did not complete required financial or other reporting requirements for a previous Contribution Award. All eligibility criteria is administered and determined by the Recreation Director, and Cultural Arts and Recreation Advisory Committee. All decisions made on eligibility by the Atlantic Beach City Commission, the Recreation Director and the Cultural Arts and Recreation Advisory Committee are deemed final. CONTRIBUTION AWARD MAXIMUM AWARD AMOUNT Contribution Awards: Most of the award amounts are expected to be between $100 and $3,000 *NOTE: The City Commission and/or the Cultural Arts and Recreation Advisory Committee, at its discretion, may modify the Contribution award to qualified recipients based on merit of proposal, number of other qualified applications received and other criteria. The Contribution award may not exceed the maximum amount of available financial resources for the FY2019- 2020 Annual Atlantic Beach Community Contribution Program as approved under the City's Annual Operating Budget. KEY TIMELINES FOR FY2019-2020 PROGRAM PERIOD July 15, 2019 Distribute Request for Proposals (RFP) and issue press notification (Notice of RFP will also be included in newsletter distributed September 25, 2019 City Commission approval of total funding amount for FY2019- 2020 Contributions Program August 23, 2019 Deadline for FY2019-2020 Contribution Awards proposals. The Recreation Director will review each application as they are received and forward eligible applications to the Cultural Arts and Recreation Advisory Committee within 3 business days of receipt August 27, 2019 Notify semi-finalists who will be required to present a brief summary of their proposal/answer questions to the Cultural Arts and Recreation Advisory Committee September 3, 2019 MANDAT®RY presentations to the Cultural Arts and Recreation Advisory Committee are required by all short-list semi- finalists. The Recreation Director will calculate final scores based on both proposal content and presentations. October 14, 2019 City Commis ion Annroval: City Commission awards Contributions and appropriates funds at Regular City Commission Meeting October 17, 2019 Applicants notified regarding application outcome October 24, 2019 Contribution Awards Disbursed: All FY2019-2020 Contribution awards released to award recipients FINANCIAL AND OUTCOME REPORTING FOR AWARD RECIPIENTS FY2019-2020 LETTER NOTIFICATION: Upon completion of the program or event, all FY2019-2020 award recipients will be notified to submit their final reports and copies of receipts. D AD: All FY2019-2020 award recipients must submit copies of paid receipts/invoices and a written report, including number of Atlantic Beach citizens served and program or event outcomes within 30 days of completion of the program or event. If the paid receipts/invoices and written report is not received, the award recipient will be required to immediately reimburse City of Atlantic Beach Contribution funds. General guidelines for reports 1. Report should clearly state how deliverables described in the proposal were met 2. Report should be clear regarding how funding was used to benefit residents of Atlantic Beach. 3. Describe what was accomplished in general and pertaining to AS specifically, 4. Description of the steps taken to reach out to AS residents to participate or attend the program 5. Report how many from AB attended/participated (number and percent of total participants is preferred) 6. Include feedback received from participants, especially highlight any from AS. 7. Include evaluation results 8. Submit the paid receipts showing how the money from COAG was used Note: All Contribution Award recipients' final reports will be submitted before the Recreation Director for approval of expenditures. If determination is made that funds were expended inappropriately, the Recreation Director will direct award recipients to reimburse the City of Atlantic Beach. Please state if the program/event targets a population or age group that is currently underserved in Atlantic Beach. NOTE. No Y Is the program/event a response to a need articulated from the community? YES Y Does the programlevent target a population group that is currently underserved? (e.g. teens, children with special needs, low-income residents, etc.) YES We connect people to better food. We believe that community gardens, farmers' markets, and nutrition education are sustainable routes to a future where everyone can eat better. We think access to good nutritious food is a human right regardless of a person's location or economic level. All of DLN Farmers' Markets accept Supplemental Nutrition Assistance Program (SNAP)/EBT cards and provide cost incentives such as doubling the shoppers $$ for their purchase of fresh vegetables and locally farmed goods. Although the Beaches Community, while known for its high real estate values and wealth along the coast, also has areas of poverty and food deserts, A food desert is defined by the USDA as a low-income census tract where either a substantial number or share of residents has low access to a supermarket or large grocery store. Poverty plays a primary role in defining food deserts. The USDA's Food Access Research Atlas shows a census tract in Atlantic Beach west of Mayport Road and at the border of Dutton island Road with a poverty rate of 15.1, median family income of $44,491, and 236 housing units that receive benefits from the Supplemental Nutrition Assistance Program (SNAP) that are more than 1 to 20 miles from the nearest grocery store. Dig Local Network runs a year-round market (Atlantic Beach Midweek Market) accessible to this tract By accepting SNAP/EBT, implementing our FAB incentive program at this and other markets, and providing nutrition workshops, DLN aims to provide not just food access, but fresh, nutritional food options, community garden engagement, and equity of choice to these and other low-income residents and SNAP recipients in Atlantic Beach. 3. Description of program/event 3.1 Describe the goals and objectives of the program/event, and benefits to the residents of Atlantic Beach, please make sure goals and objectives are specific, measurable, achievable, results -focused and time -bound (Maximum 16 POINTS) NOTE., Reviewers will consider the following questions when assigning points: o Are the goals and objectives described in the application SMART (specific, measurable, achievable, results -focused, and time- bound) o How will the program/event benefit residents of Atlantic Beach (pertaining to cultural arts and recreation? o Are the goals and objectives artistic, recreational andlor cultural in nature. The Dig Local Network (DLN) Midweek Market Offerings The DLN Midweek Market bring a wide variety of fresh and nutritious food, art and culture to our community. Beyond Healthy Food DLN partners with Beaches Habitat for Humanity, who operate the Jordan Park Community Center (Jordan Center) and the Gail Baker Community Center (Baker Center), both in Atlantic Beach to provide education and garden beds for the children involved in the after-school programs. DLN also hosts gardening workshops at the two DLN community gardens. These workshops are provided to community garden plot owners and open to the community and are held monthly at each garden property. Monthly cooking classes are also taught at the Jordan Park Community Center for the community and advertised to Beaches Habitat for Humanity's partner families. The specific goal of the DLN Children's Gardens is to connect children to the natural world through creativity and to the empowerment and health that growing one's own food brings. In our garden outreach programs, we serve children by inspiring them to taste, and then become accustomed to regularly eating fresh healthy foods through consistent access to local produce. We encourage them to creatively connect to their natural world through the garden to table lifestyle. These two fully organic children's gardens serve a wide population of community children, and their grown-ups, across Atlantic Beach. At each of our gardens, and the workshops held within them, we strive to connect children with their natural world through creative gardening experiences. Our developmentally appropriate facilitated programs encourage children's senses of wonder to soar, thereby laying a foundation for place -based artistic learning, a lifelong love of nature, and healthy food relationships. Using Nature -Study, story, song, poetry, visual art, and of course gardening and cooking, we inspire children of all ages to explore, discover, observe, identify, and creatively connect with the wonders of nature in the safe fully hands-on garden spaces. From actual organic gardening to herb tasting and harvest party meals to story and song to engaging in the literary, visual, and culinary arts, we involve the children and their guardians in every aspect of the gardens! DLN will provide two Sprouts (Garden) workshops per month during the school year and one workshop per week during summer camp. This grant would allow us to provide these workshops each month & week, thereby increasing the children's connection to the gardens and healthy eating, cultural and artistic experiences and would also allow us to expand the gardens to include more garden beds as well as fruit trees for the community. Expanding the gardens will allow us to also provide the children more food and supply and supplement our adolescent and community healthy cooking demonstrations with food grown on the grounds for garden to table cooking and eating. Additionally, DLN provides free monthly "Market Fresh Meals on a Budget" cooking workshops to the adolescents & their families that participate Jordan Park and Gail Baker community centers in Atlantic Beach. At these cooking workshops, participants enjoy a farm fresh meal created by a local chef or nutritionist while learning to make the most of food budgets and getting tips on healthy eating from a certified nutritionist. This grant would make it possible for DLN to increase the monthly workshops offered at the Atlantic Beach Farmers Market and take the demos into the Community centers, expand the Jordan & Gail Baker Center Gardens with an additional fruit trees, supply plant and would contribute to funding the Beaches Children's Garden's free garden workshops. 3.2 Describe program/event activities (Maximum 40 POINTS) NOTE: Reviewers will consider the following questions when assigning points: o How appropriate are these activities are in terms of achieving the stated goals and objectives o Originality and creativity -- is the program or event new and unique to the community or provide a new or unique twist on an existing program or event? o Is this a family oriented and wholesome event that City funding should support? Our FARMERS MARKET'S We believe farmers' markets are among the projects that provide access to good food and encourage healthier habits. These markets connect consumers with fresh, and often organic, food that is free of the over -processing that plagues most products found in the average supermarket. COMMUNITY GARDENS Gardens connect participants directly to the earth and healthy food. They can unite communities and transform neighborhoods. OUTREACH & COMMUNITY ENGAGEMENT Our Garden Workshops provide artistic community engagement through music, poetry, art, and nutrition. These cultural engagements is the pillar of our work in changing the food future for our community. We offer classes at our Atlantic Beach community centers and gardens alike, WHYLOCAL FOOD & COMMUITY GARDENS MA TTER In alignment with growing demand for freshness, product integrity and transparency, local food purchasing provides consumers with the opportunity to: Obtain food items with superior quality characteristics r freshness, flavor, ripeness, enhanced shelf life — and possibly enhanced nutritional density Learn about farming practices used (often directly from growers if through farmers markets or CSAs) Have greater confidence in the integrity and quality of the food they purchase. Dig Local Network is a leader in advancing the local food system 3.3 Describe how the program/event will be advertised too ensure adequate participation (Maximum 5 POINTS) NOTE: Reviewers will consider the following questions when assigning points: o Is there a plan for promotinglmarketing the program/event? o Is this plan likely to be effective and feasible? Conduct research to understand consumer preferences and ways to attract community based on a needs -factor. d. Utilize various and targeted media to deliver key messages that resonatewith the community. 4 Describe how you will facilitate access to the program or event so that residents of Atlantic Beach who do not live near the program/event location and/or who do not have transportation can still participate. (Maximum 10 POINTS) NOTE; Reviewers will consider the following questions when assigning points: o Is there a plan to ensure that access is not a barrier? YES o Is this plan effective and feasible? YES We are currently working on an innovative food & program access solution for our Community that is unable to access the Farmers Markets and Garden Workshops. Dig Local Network is currently working on engaging local churches & organizations that bring the fresh produce & food artisan products directly to the consumer. The Dig Local Network Fresh Market sources locally grown produce & Food from local farmers and food artisans. This gives local farmers & artisans the opportunity to sell more produce to consumers that might not otherwise make it to the farmers market. As an added incentive, the Dig Local markets accept cash, credit/debit, as well as EBT/SNAP which is doubled at the market, meaning that $5 swiped is worth $10 to spend. YES In January of 2015, Dig Local, Inc and Beaches Local f=ood Network joined forces to better serve the community at large with their shared visions of providing access to sustainably grown and local food. This united grassroots effort to change the modem food system has resulted in multiple community gardens, farmers' markets, and education programs for children and adults. By way of community gardens, farmers' markets, and accessible education, Dig local, a not-for-profit 501 O (3) organization, worked to provide communities of all economic levels a choice when faced with the ills of the modern food system. Our story began in 2010 with two AmeriCorps volunteers with Beaches Habitat in Atlantic Beach. The two women had started seeds with some of the kids at the Jordan Park Community Center but quickly realized that there was nowhere to put the plants as they grew. Through their shared dream and a provision of land via Beaches Habitat for Humanity and the City of Atlantic Beach, our organization was started. Originally the Dutton Island Gardeners, or DIG, was made up of a few community members. Over time, it has evolved into 501c3 with a board of directors and multiple projects. 5 If there is a fee or cost to participate, describe how you will ensure that participants are not denied the opportunity to participate due to their inability to pay any registration or other related fees or costs. YES There is not any fees to participate in the Dig Local Network (Atlantic Beach Community) programs. Our program for the community have always been free since 2011. We rely on Grants, Corporate Sponsorships and donations to offer our programs to the community. 7. Evaluating Success (Maximum 30 POINTS) Briefly describe how you will measure success. This should include how you will assess participant satisfaction, number of participants and (if applicable) changes in knowledge, attitudes, skills or behaviors. Describe data collection methods and who will be surveyed. Please also describe how data will be used to inform program improvement. NOTE. Reviewers will consider the following questions when assigning points: o Is there an adequate evaluation plan for measuring participation, participant satisfaction and (rf applicable) changes in knowledge, attitudes, skills or behaviors o Will data provide actionable information for future planning? YES Communities are continually seeking ways to reduce the impact of food insecurity and improve nutrition for residents. 8. Communities are continually seeking ways to reduce the impact of food insecurity and improve nutrition for residents. Context for the Dig Local Network Program Evaluation: 1. We will assess the program impact on access, purchasing, and consumption of fresh fruits and vegetables among low-income residents eligible for SNAP Benefits 2. Identify drivers and barriers surrounding program implementation and outcomes, particularly how they may have varied by site/location. 3. Explore potential areas for improvement 4. Assess if and how this program could be expanded to other communities facing similar challenge • The goal is to provide feedback on strengths and areas of improvement for the program, or program materials, as well as explore overall applicability and feasibility of the project. Examples: o Focus Groups with community centers as target audience for Garden workshops and Nutrition classes. o A brief survey of demographics & participants involved to understand what program features the community liked and what could be improved. o One-on-one interviews with consumers and program participants to produce a call to action Process: Explore and describe actual program implementation, It can indicate whether the program was implemented with fidelity, as intended. It may help explain why a program did or did not meet its main objectives. • The goal is to examine how the program was implemented « Examples: o Assess what percentage of parents versus youth are involved in each program o Interview program coordinators surrounding internal procedures for each program (both garden workshops & community center program) Outcome/Impact: Assess each program objective (or objectives) to determine how the program actually performs. Was the program effective, did it meet the objective(s)? • The goal is to determine whether outcomes observed are due to the program • Examples: o Randomized control trial example: For time series design, to explore the impact on community. o Data on participants collected prior and one year after program implementation to see if any changes post -program initiation, Indemnification Contribution Award applicants and recipients agree to indemnify and hold harmless the City from any and all liability, defense costs, including other fees, loss or damage which the City may suffer as a result of claims, demands, costs or judgment against it, arising from all activities engaged in by Recipient in its use of the public funds.
