AGENDA ITEM: Authorization for Mayor to Sign Grant Application

BACKGROUND:
Each year, Edwazd Byrne Memorial State and Local Law Enforcement Assistance
Formula Grants are administered to local law enforcement agencies through the State
Department of Community Affairs. The funds pass through a Regional Drug Advisory
Board where the various projects are discussed and prioritized. When a consensus has
been achieved relative to the funding, each organization or agency then submits its own
drug grant application to the Department of Community Affairs for funding. This
process requires the political subdivisions to sign letters expressing support for the
various projects that aze proposed for funding.
The City of Atlantic Beach has utilized this funding on an annual basis to initiate new
programs for drug prevention or drug enforcement activities. For the past three (3) years,
Atlantic Beach has used this funding to initiate and support the After-School and Summer
programs at the Jordan Park Community Center. Fiscal year 2001-2002 is the last year
that this project will be eligible for this funding.
The Regional Drug Advisory Board has approved grant funding in the amount of $25,000
for the 2001-2002 fiscal yeaz. There is a 25% match required for this grant in the amount
of $8,333, for a total project cost of $33,332. The Police Department has proposed
funding the matching amount through the Contraband/Forfeiture fund.
The funding will be used for the Jordan Park Community Center to cover the personnel
costs of the center director, and to purchase equipment as needed. Parks and Recreation
Director Timmy Johnson is preparing a line item budget for the expenditures anticipated
for Jordan Park.
The application and letters of approval are due in June, and the purpose of this report is to
obtain authorization for the Mayor to sign all paperwork necessary for the application and
acceptance process for this grant.

Contraband/Forfeiture Funds for 2001-2002
RECOMMENDATIONS:
To authorize the Mayor to sign all paperwork for the Edward Byrne Memorial
State and Local Law Enforcement Assistance Formula Grant Program as explained
in this report.
