Although the calendar (and the heat!) says it’s still summer, the
return to school means we start back into our “school year” routines, like it or not. As each of you tries to find a balance in your work/play
life, I want to remind you of what’s happening in your city government
(when a hurricane is not threatening off the coast), in case you want to come to a Commission meeting to voice your input.
Our most recent challenge was Hurricane Dorian. While our citizens prepared individually, city personnel worked hard to ensure every aspect of our town was prepared for whatever happened. The
Mayor also worked closely with the other beaches and COJ to ensure a coordinated response to address the particular concerns of our coastal areas. Special thanks to Kevin Hogencamp, the Deputy City Manager,
for keeping us all informed with updates as we waited and waited for Dorian to pass by. Thank you to all the city personnel for the selfless work and time so many put in to make sure the rest of us stayed safe!
Don’t dispose of that hurricane kit you prepared though. We still have another month of hurricane season to weather!
In August, our present City Manager, Joe Gerrity, announced his
retirement effective in October. His gracious notice has given your Commission some time to look for his replacement without the stress of
worrying about the City’s operations, while we perform our due diligence to
hire the right person for the job. As Mr. Gerrity has done a phenomenal job of “getting our house in order”, the Commission decided to first allow qualified
internal candidates interested in the position to apply before broadening our
search further afield. The reason for looking internally first is a recognition by your Commission that an interested, qualified internal candidate knows
more about our City, our staff, our concerns and our people then any outsider
we might have found after a six month search process. Although this process was delayed by Dorian, hopefully it will be completed sooner than later.
Meanwhile, the budget process for fiscal year 2019-2020 is nearing completion. On September 9, the City Commission voted on the
present millage rate and had its first hearing on the proposed budget for the
next year. The work on each budget is an ongoing project throughout the year, so even if your particular concern is not addressed in this year’s budget,
that should not preclude you from bringing your ideas and concerns to the
City staff for development into the following year’s budget.

Jacksonville Beach Oceanfront Join the City of Jacksonville, Naval Station Mayport and Cities of
Jacksonville Beach, Neptune Beach and Atlantic Beach from 11 a.m. to 4 p.m.
Oct. 26-27 as the skies and waterways of the First Coast are transformed into the backdrop for the most exciting air acts and military demonstrations in the
world!
This action-packed event will feature a dynamic over-the-ocean sky show highlighted by the world-famous United States Blue Angels along
with other military and civilian flight teams, live entertainment, a street
festival featuring static displays of aircraft and military vehicles, simulators, recruitment booths, a kids’ area and more. For additional information on the

CITY GOVERNMENT WEEK IS COMING Cities provide a higher level of service than most governments, and
generally receive higher approval ratings than other levels of government.
Yet, many residents are unaware of how city services impact their lives. Through Florida City Government Week, the Florida League of Cities
encourages us to bring awareness to city government’s role in enhancing the
quality of life in communities.
Florida City Government Week 2019 will take place Oct. 21-27. We will
have a slate of activities and initiatives intended to foster civic education,

PRIVATE PROVIdER BuILdING INSPECTORS
Building inspections are conducted to protect the property owner and
are typically performed by City Building Department officials. However,
recent State legislation has made it easy and legal for property owners and building contractors to hire private providers to conduct building inspections,
replacing inspection by the Building Department. The Building Department
will have little oversight of these construction projects, but will be mandated to issue certificates of completion (CC) and occupancy (CO) based on successful
inspections by private providers. While the City does not discourage the use
of private providers for building inspections, property owners planning to build or remodel may want to ask their prospective contractor who will be
inspecting their work.

HOW TO SAVE MONEY ON RAINY dAYSAutumn is typically a wet season in our area. Use rainy days to lower your
water bill by making sure your irrigation system is working properly.
6 Use sensors to prevent irrigating in the rain or when the ground is already saturated. Rain sensors are shut-off devices that interrupt
irrigation when it’s raining. Soil moisture sensors are more complex, but keep the irrigation system from running when there’s sufficient moisture in the ground. Soil moisture sensors can reduce irrigation
time by 50% or more.
6 Power flickers and outages often mess up the programming on
irrigation systems. If you have an automatic system, always check the
settings after lightning storms where electrical power is interrupted.
6 Adjust your irrigation timers for seasonal changes in weather --
manually or with a smart controller.
Remember your days! Only irrigate on your days, before 10 a.m.
or after 4 p.m.

FAMILY FuN dAY
& CAMPOuT uNdER THE STARS
You will not want to miss this popular event scheduled for Saturday, Oct. 19,
from 3 to 10 p.m. at Jack Russell Park. Share in the family-friendly activities throughout the afternoon and evening. All Fun Day activities are free. The
evening ends with the showing of “A Dog’s Way Home”. Families wanting
to camp can reserve a camp site for $15. Those who brave the overnight campout will enjoy a free pancake breakfast on Sunday morning. Stop by
the Recreation office at the Adele Grage Cultural Center to reserve your site.
