BACKGROUND: The City's current health insurance provider, American
Heritage Life will no longer be in the health insurance
market after this year and therefore will not be renewing
the City's health insurance on October 1, 2001. Therefore,
the City prepazed a RFP for health insurance; however, no
bids were received. The following health insurance
providers specifically declined to bid:
AETNA
Blue Cross Blue Shield of Florida
CIGNA
HUMANA
United Health Care
FUNDING:
When contacted as to the specific reasons for declining to
bid, staff was advised that the City's current experience and
the recently of several major medical claims were the key
factors.

RECOMMENDATIONS: None. Staff is currently reviewing options available and
will advise of options and recommendations as soon as
possible.
Staff has also discussed an extension to the City's current
health insurance contract with AHL and been advised that
they will grant such an extension until December 31, 2001
with renewal rates effective October 1, 2001.
