AGENDA ITEM: Adjustment to Wrecker Rates

BACKGROUND:
The Atlantic Beach Police Department often tows and stores vehicles pursuant to the local, state,
and federal laws. To assure fairness and consistency in the rates, and City Commission adopted a
schedule of feesin Section 21-51 of the City Code. The local wrecker services agree to those
rates, and they are placed on a rotation list to provide their services.
The fees have not been updated in more than 9 yeazs, and the local wrecker companies have
asked the City to consider raising the rates to match the fees in the Jacksonville Ordinance. The
City Code allows the City Commission to adjust the fees by resolution.
A review of the towing rates for the law enforcement agencies in the azea indicate that the
Atlantic Beach rates aze very low. Please see the attached spread sheet to view the comparisons.
Based on these comparisons, it is a reasonable request for Atlantic Beach to adopt higher rates.
After reviewing the rates, it is the staff recommendation to adopt a rnte schedule consistent with
the City of Jacksonville Beach, with the exception of storage rates. The inside storage rate was
not addressed when Jacksonville Beach modified their rates last year, and staff recommends an
inside rate of $21 per day.
When checking the mazket in the azea for private towing, the proposed rates were found to be
competitive without being excessive. Establishing these rates by code should help to protect
citizens from being overchazged for services when towing and storage aze directed by the
Police Department. Staff has contacted the local towing companies, and they support the
recommendation to adopt the Jacksonville Beach towing and storage rates.
IMPACT ON BUDGET: None
RECOMMENDATIONS: The City Commission adopt the proposed fee schedule for
towing and storage charges under Section 21-51 of the City Code by resolution.

A RESOLUTION OF THE CITY OF ATLANTIC.BEACH, FLORIDA, AMENDING
THE CHARGES FOR TOWING ANY MOTOR VEHICLE FROM ANY POINT
WITHIN THE CITY LIMITS OF THE CITY OF ATLANTIC BEACH; AMENDING
THE CHARGES FOR STORAGE OF SUCH VEHICLES, AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, Section 21-51 of the Code of Ordinances of the city of Atlantic Beach
provides for towing and otherwise removing any damaged motor vehicles within the city limits
of Atlantic Beach and sets the chazges for such towing and storage service; and
WHEREAS, Section 21-51(c) provides that such charges may be changed by Resolution
adopted by the City. Commission.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION AS FOLLOWS:
SECTION 1. The charges for towing and otherwise removing any damaged motor
vehicle from any point within the city limits of Atlantic Beach shall be as follows:
Daytime
(1) Class A wrecker:

(c) When a wrecker is called and the owner amves to claim his vehicle before it can be

has been physically attached to the vehicle. If the owner arrives before the wrecker is attached,
no fee will be chazged.
SECTION 2. This Resolution shall take effect immediately upon its final passage and
adoption.
