AGENDA TTEM: Local Law Enforcement Block Grant Application

BACKGROUND:
Each year, the U.S. Department of Justice, through the Bureau of Justice Assistance, provides
grant funding to law enforcement agencies through the Local Law Enforcement Block Grant
(LLEBG) program. The amount of money is based on the Uniform Crime Reports for that
agency's jurisdiction, and for 2001-02, Atlantic Beach is eligible for $14,402.
The purpose of this funding is to underwrite projects designed to reduce crime and improve
public safety. It is not intended to supplant existing budgetary expenses.
The Police Department is purchasing new reporting software in 2001, and 2000-O1 LLEBG funds
aze being used to pay a significant portion of the expenses. However, the original purchase of the
basic reporting system is not going to provide some of the individual database modules that are
desirable for the Police function. Although it will provide a good starting point, there aze
additional features that will need to be added.
For 2001-O1, the Police Department would like to add database modules to enhance the police
functions.
IMPACT ON BUDGET: With a grant amount of $14,402 added to a $1,600 required match,
the total cost of the project will be $16,002. Staff anticipates the total cost of the software
upgrades to cost a minimum of $16,002.
The Police Department is proposing to use Contraband/forfeiture funds to provide the match.
Based on this recommendation, there will be no expenses from the General Fund.
RECOMMENDATIONS:
To approve the Local Law Enforcement Block Grant application for 2001-02, requesting $14,402
of grant funding; and
To authorize the Mayor to sign all paperwork relative to the LLEBG grant.
