Exh 8BAGENDA ITEM 8B July 23, 2001 CITY OF ATLANTIC BEACH CITY COMMISSIONER MEETING STAFF REPORT ACTION REQUESTED: Authorize changing of the City's workweek from Wednesday through Tuesday to Sunday through Saturday and authorize employees aone-time cash in of personal leave or Comp Time in order to implement direct deposit. SUBMITTED BY: George Foster, Human Resource Manager DATE: July 17, 2001 BACKGROUND: .The City desires to provide the benefit of direct deposit to employees. Iii order to implement direct deposit and to ensure that employees have their pay within their accounts on Fridays, the workweek for the City need to be changed from Wednesday through Tuesday to Sunday through Saturday. This change to workweeks is required based upon how the direct deposit system works. We have been advised that we must complete the electronic transfer of funds by close of business (COB) on the Wednesday preceding the Friday payday to "guarantee" that funds will be in the employee's account on Friday. As our wookweeks currently are from Wednesday through Tuesday, there is concern.that the City would not be able to complete payroll processing by COB Wednesday; therefore, we are requesting that the City Commission authorize the changing of the workweek from Wednesday through Tuesday to Sunday through Saturday. Although no employee will receive any less pay under this proposal than they currently receive; the first workweek during the conversion would be for only 4 calendar days and not 7 calendar days. Thereafter, all workweeks would be 7 calendaz days and pay periods would be 14 calendaz days. However, with only 4 calendaz days in the transitional workweek, some employees would receive less than their norma140 hours of pay. In order to ensure that no employee will receive less pay on the first pay day of this new cycle, request that the City Commission allow AGENDA ITEM 8B 7uly 23, 2001 each employee to "cash in" sufficient personal leave or compensatory time to make up the difference. We also request that no employee be required to "cash in" personal leave or compensatory time and that the Cityadvance any employee, so requesting, personal leave with the employee repaying the City at the rate of two (2) hours per pay period. As this is a change to the close out date for each work- .week, employees will receive their pay for. all hours worked for the three transitional days within their very next pay check and will, thereafter, be paid for all hours worked each new pay period on the first Friday following the end of the pay period. Both unions have been advised of this proposal and have concurred. Per FS 532.04, the City will not mandate direct deposit for current employees; however, it wall be required as a condition of employment for new employees unless the employee can demonstrate that direct deposit would result in a hazdship. FUNDING: Funding for all leave or Comp Time cashed in should be available within the current salazy account of each department. RECOMMENDATIONS: That the Commission approve: Changing the City's workweek from Wednesday through Tuesday to Sunday through Saturday, and Authorize employees to "cash in" sufficient personal leave or compensatory time to make up the difference in their "normal" pay check, and Authorize employees, so requesting, to be advanced personal leave, with the employee repaying the City at the rate of two (2) hours per pay period.
