Mr. Waugh,
Toni is maintaining records and cleaning out expired plans exactly as her job requires.
The courtesy extended by the City, to temporarily allow incomplete plans, was intended for people almost ready to
build.
This permit was expired.
However, the City Manager has asked me to extend this permit for six months, the maximum possible.
This permit expired one month ago, leaving a five-month extension.
Permit RES19-0062, 1651 Coquina Place is reinstated and will now expire on 2/24/2020.
2/24/2020 is the maximum time allowed and no further extensions can be given.
The complete permit package must be approved and issued by that date.

Mr. Arlington, my name is Judson Waugh. I own 1651/3 Coquina Place. I bought the duplex about two and a
half years ago with the hopes of eventually turning it into a home for me and my family. Honestly, we wanted
to wait another year or so before building, my wife is now expecting our third child. We started working with an
architect in June of 2018 but rushed the plans when we started hearing about the mayor and commissions
discussion to change the impervious rule. We've already spent several thousand dollars on the design. We
were led to believe that as long as I submitted our plans before the deadline, we could basically be
"grandfathered-in" under the 50% coverage. Our home design is 48%. While we had a builder in mind, we
have now decided against using him. Toni has called him and me insisting that we either begin the process of
building or"come pick up our plans". Is there any flexibility here? I've since taken a new position and now
travel 4-5 days a week and am trying to do my best juggling it all, while considering a new builder.
