BACKGROUND: On March 21, 2001, two bid openings were held (Bid # 0001-11
and Bid #0001-12) to sell the Kubota Tractor and the Gradall, in
order that the City could offset the purchase of the Menzi Muck.
We received only one bid for each item, both from Mr. Can•oll
Franklin, for a total of $8,000. for the Kubota Tractor, and $10,000
for the Gradall, for a total of $18,000. Since these bids were well
below the minimum starting bids, we discussed this situation with
the City Manager and decided to pursue other options.
We invited Mr. Lex Goldenberg, President of Trucks & Parts of
Tampa, to travel to Atlantic Beach to appraise these items, at an
agreed upon cost of $1,200. It was also agreed that, if the City
elected to, Trucks & Parts of Tampa would purchase the items for
the wholesale price. The equipment was appraised as follows:
Wholesale Retail
Kubota Tractor $14,000.00 $22,000.00
Gradall $18,000.00 $32,000.00
RECOMMENDATION: Formally reject the bids submitted on March 21, 2001 by Mr.
Carroll Franklin for $18,000, and authorize staff to sell these items
to Trucks & Parts of Tampa for $32,000 total.
