AGENDA ITEM: Construction Phase Engineering Services
Atlantic Beach & Buccaneer Sewer Improvements Project

BACKGROUND: The City Commission awarded the contract for Bid No. 0001-17, Atlantic
Beach and Buccaneer Sewer Improvements, to Meadors Construction Company on May 14,
2001. This project includes the master lift station at Wastewater Treatment Plant #1, the force
main from Lift Station C, and upgrades to the Park Street and Fairway Vi7Ias Lift Stations.
This project will require numerous mechanical, electrical, civil and structural shop drawing
submittals, contractor requests for information (RFIs), pay request certifications and other
administrative tasks.
Staff requested a proposal for construction phase services for this project from Gee & Jenson to
include reviewing shop drawings and assisting with administrative services. Because our
Inspector, Ernie Beadle, is involved in several projects at this time (Sherry Drive, Dutton Island
water main, Church Road Water & Sewer), we requested they include intermittent site visits in
the proposal as well.
Gee & Jenson has provided a proposal for the above construction phase services for a total of
$14,800. This amount is less than 1.5% of the construction costs.
BUDGET: Funds for miscellaneous engineering services are available in the Sewer Utility
Fund in the amount of $21,486 under account number 410-4101-535-3100.
RECOMMENDATION: Accept the proposal from Gee & Jenson to provide construction
phase services for the Atlantic Beach and Buccaneer Sewer Improvements Project in the amount
of $14,800, and authorize the City Manager to sign the contract.

Dear Bob:
Pursuant to our conversation last week with Donna Kaluzniak regarding our assistance
with shop drawing review and other construction phase services, we have prepazed this
fee proposal for your review and consideration. As discussed with Donna. we have
disaeeregated the construction phase tasks into administrative assistance, periodic site
visits and shop drawing review by specific discipline.
The fee breakdown for construction phase services for the referenced project is shown on
the attached sheet. We would propose to review- and respond to shop drawing submittals
including the mechanical, structural, electrical and civil disciplines. Also we will assist
the City (including assisting City Onsite Observer Ernie Beadle) with general
administrative services during the construction contract, including routine construction
coordination, review of pay requests (if required), consideration of and response to
contractor questions and proposed change orders, and project closeout. LJp to six
periodic site visits would be scheduled on an as needed basis, for project startup and to
coincide with any significant concrete pours or other noteworthy construction milestones.
Coordination of the above mentioned aspects of the construction phase of the referenced
project could be performed by Cree & Jenson staff for a total lump sum fee of $14,800
which amount would not be exceeded without prior authorization from the City of
Atlantic Beach and providing that the Construction Contract is substantially completed
within the 240 day time frame allotted in the contract.
