AGENDA ITEM: Approval of Consultant to Perform Market Assessment/Feasibility
Study for Community Center

BACKGROUND: The City Commission has previously authorized the issuance of a
request for proposals for consultants who could prepare a Market Assessment/Feasibility
Study for a possible community center in the Atlantic Beach/Neptune Beach area. This
study is to be jointly fixnded by the City of Atlantic Beach, the City of Neptune Beach,
the Boselli Foundation, and E-MedSoft.com, a private company located in Jacksonville
Beach.
Proposals were. opened on July 17 with six consultants responding. This work is not
covered under the Florida Consultants Competitive Negotiation Act and therefore prices
to do the study were requested as part of the proposal from each consultant. Prices
received were as follows:

After review of the proposals and discussion with the YMCA representatives,. The Boselli
Foundation and City Staff, it was determined that the proposals from Urbanomics and
Phil Balducci were the best ones to consider. A telephone interview was then conducted
with Phil Balducci (located in Florida, but out of the state that week on another
assignment) and the Ponte Vedra firm of Urbanomics was interviewed on the same day.
All parties agreed that the best proposal was from Urbanomics for $22,000.
References were subsequently checked on Urbanomics with very positive comments
received from each of the previous clients contacted.
BUDGET: The study will cost $22,000. E-MedSoft.com has contributed $2500, The
Boselli Foundation is committed to pay $2500, and the City of Neptune Beach is
committed to .pay $2000. The remaining share of $15,000 is to be payed by the City of
Atlantic Beach from the Pofice Drug Forfeiture Fund.

RECOMMENDATION: That the City Commission authorize the City Manager to
execute an agreement with Urbanomics in the amount of $22,000 to conduct the
feasibility/market study in accordance with the city's request for proposals.
