AGENDA ITEM: Authorize the City Manager to enter into a contract with
the Northeast Florida Community Action Agency for the
use of office space at DonnerPazk

BACKGROUND: In recent yeazs, the City has entered into a contract with
vazious non-profit agencies to use City facilities as office
space. The Northeast Florida Community Action Agency
is anon-profit agency requesting to use office space once a
week at Donner Park Community Center. According to the
attached letter from Mr. John Edwards, the Agency
provides a vaziety of services to low-income families and
elderly on fixed incomes. One of the services is their Low-
income Home Energy Assistance Program (LIHEAP),
where qualifying applicants can receive assistance with
their utility bills in amounts ranging from $70 up to $1000
based on their income.
The use of the office space is on a trial basis until Mazch
31, 2002. The Agency will use the office one day a week,
Friday, 8-5.
BUDGET: none
RECOMMENDATION: Authorize the City Manager to enter into a contract with
the Northeast Florida Community Action Agency for the
use of office space at Donner Pazk

Pursuant to your reeluest for addirional information concezning my letter to you. dated
May 16, 2001, this information is hereby provided.
Our Agency provides a variety of services to low-income families and elderly on fined
incomes. One of these services is our Low-income 'Home Energy Assistance Program
(I.IE3EAP) where qualifyflng applicants can receive assistarxe witlr tbeix utility bills in

a trial basis until March 31, 2002, the end of our LIHEAP prggrsm year. We would
conduct our activity every Friday from 3.00 a. m. to 5.00 p. m., assisting low-inwme
residents of Atlantic Beach and surrounding areas. If our program is workable without
infringing upon Ms. Baker's activities, we would like to continue on a year-to-year basis
providing we have the necessary funds.
Our Agency operating in that area will not only benefit the residents, but wt71 alleviate a
lot of problems that arc the conscquc.nces of services .being discamnccted l.e.
reconnection fee and the loss of perishable groceries.
