Exh 7AAGENDA ITEM #7A SEPTEMBER 10, 2001 CITY OF ATLANTIC BEACH CITY COMMISSION STAFF REPORT AGENDA ITEM: Ordinance No.20-O1-53 amending the fiscal yeaz ended September 30, 2001 Operating Budget DATE: September 4, 2001 SUBMITTED BY: Nelson Van Liere, Finance Director BACKGROUND: Throughout the fiscal year, there aze events which were not anticipated or that occurred causing the budget for those items to be either created or adjusted. The following adjustments aze proposed and represent transactions covering the second half of the yeaz. Most are the resuhs of items that the City Comnrission has aready been made awaze of. The following is a description of the entries that the budget ordinance addresses. 1. Transfer of $.14,500 to the Finance Department to purchase the server and router with installation and softwaze to allow the City to host its own web page and external E-Mail services and to create the firewall necessary to block unauthorized access to our data base. 2. To create a budget for the $100,000 of funds from the City of Jacksonville for the Dune Walk-Over project. These funds will be added to the $30,000 already budgeted as part of a grant. 3. To create a budget of $40,000 for the donations to be received for the Adele Grage renovation project. A total of $200,000 was planned of which $160,000 was budgeted in the FY-2002 proposed budget. 4. To adjust the Debt Service Fund for a minor variance of $35 from an adjustment to the schedule of payments for leap yeaz and to also adjust the interest income for that fund. 5. To reduce the First Night revenue budget and adjust the expense budget to account for the payment to the now private First Night organization for all of the rema;n;ng monies in the fund. 6. To adjust the General and Police Pension Fund expense budgets for increases in benefits paid. Both funds had additional retirements since the FY-2001 budget was created. WHEREAS, the City Charter of the City of Atlantic Beach requires that the City Commission approve all budgetary increases and transfers at the fund level, and WHEREAS, the nature of the budgetary system and those day to day decisions affecting such budgetary systems require adjustments from time to time.
