Exh 8DAGENDA ITEM #8D SEPTEMBER 10, 2001 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Grant Contract from St. Johns River Water Management District SUBMITTED BY: Donna Kaluzniak, Utility Director DATE: September 5, 2001 BACKGROUND: During a conversation with Don Brandes of the St. Johns River Water Management District (SJRWMD), I mentioned that the City was having Camp, Dresser & McKee conduct a Reuse Feasibility Study. Mr. Brandes stated the SJRWMD had some grant money available, and noted they would like to contribute up to $10,000 towards the study. The Water Management District is still making some final changes to the contract. The City's cost for the Reuse Feasibility Study was $7,585, and the SJRWMD has up to $10,000 in matching funds that they would like to contribute towards the reclaimed water project. If the City does not wish to pursue any further action on providing reclaimed water to Selva Marina Golf Course or the Nary, we will receive 50% of our cost for the recently completed study, or $3,792.50. Another option would be to contract for the next phase in the design process, an Engineering Report required by Florida Administrative Code 62-610. The Engineering Report serves as a preliminary design for permitting purposes. This report is more in-depth than the feasibility study, and includes information on land use, setback distances, soils information, hydrogeologic survey, land management and project evaluation. An estimated cost for this option would be approximately $30,000, The signed contract will need to be delivered to the SJRWMD prior to September 15, 2001, which is why the staff report is being submitted before the contract scope is finalized. BUDGET: If the City does not wish to perform additional work on a reclaimed water project, we should receive a reimbursement for half the cost of the reuse feasibility study, or $3,792.50. Should the Commission decide to complete the next phase of a project. to make reclaimed water available, additional funds in the amount of $30,000 would need to be added to the FY02 budget. The SJRWMD would reimburse the City in the amount of $10,000, RECOMMENDATION: Authorize the Mayor to sign a contract for grant funds not to exceed $10,000 from the St. Johns River Water Management District.
