B.Approve Minutes of the Board Member Review Committee meeting of September 18, 2019. The minutes were reviewed by the Committee and there were no corrections or changes. There was consensus to approve the minutes as submitted. 2.INTERVIEW CANDIDATE A.Mark Gabrynowicz - new applicant for ESC The Committee interviewed Mr. Gabrynowicz. An overview of the duties and responsibilities of the Environmental Stewardship Committee (ESC) was given by Mr. Andrews. Mr. Gabrynowicz explained his personal accomplishments, experience, goals, and interests in the community. The Committee offered the opportunity to ask questions and the Committee responded to those questions. The board makes final decisions on Variancls and forwards recommendations to the City Commission on Uses-by-Exception, rezonings and several other types of applications. The City has two pension boards, one for police employees and one for general employees. Cultural Arts and Recrertion Advisorv Committee Meets in Adele Grage Cultural Center, 716 Ocean Boulevard at 6:30 pm on the fourth Tuesday of each month. This committee consists of nine members who are appointed by the City Commission and who serve 2-year terms. The duties and responsibilities of the committee include: o Develop plans, promote and support programs and projects to bring the benefits of recreation to the citizens of Atlantic Beach, o Recommend a calendar ofspecial events,o Evaluate and advise the City on the effectiveness ofprograms,o Evaluate and make recommendations on assignments or requests made by the City Commission or City Manager, and. Evaluate and make recommendations to the City commission on requests for City funding for special events, art projects, and recreation programs. Environmental Stewardshin Committee Meets in the Commission Chamber, 800 Seminole Road at 6:00 pm on the second Wednesday of each month. This committee consists of eleven (l 1) members who are appointed by the City Commission and who serve 4-year terms, except some of ths inaugural committee members are serving 3-year terms. The purpose of the committee is:o To study and make recommendations to the City Commission and City staffwith respect to the City's:(a) Marilime foresrl (b) Parks and open spaces; (c) Beautification ofpublic and private spaces; and (d) Environmentalstewardship . To act as a motivating and coordinating body to encourage joint public and private participation in promoting these purposes. The HABIT Program is a behavioral intervention program designed to help patients diagnosed with Mild Cognitive Impairment and their caregivers. Dr. Oskarsson provides cognitive rehabilitation therapy, wellness instruction, and support group therapy for the program. She is also the lead content developer for a toolkit and manual that would allow other healthcare systems to implement the HABIT Program at sites across the country. Prior Positions 2015 - 2016 Research Program Specialist, State of California’s Mental Health Services Oversight & Accountability Commission, Sacramento, CA Dr. Oskarsson worked for an oversight committee that appropriated taxpayer funds from Prop 63, the Mental Health Services Act, to every county in the State of California, with the aim of improving access and quality of community mental services across the state. She managed several research and development contracts totaling over $2,000,000 and coordinated several projects aimed at evaluating program effectiveness. Her responsibilities included collecting and synthesizing information from stakeholders (patients, caregivers, providers, counties, advocacy groups, and community organizations) and making recommendations to the Commission. Dr. Oskarsson also supported the submission process for how counties applied for funding under the Innovation Program, a program designed to facilitate inter-agency collaboration and implementation of novel ideas to improve community mental health services. Her work was funded by government agencies such as the Department of Energy, U.S. Marine Corps, Office of Naval Research, Department of Homeland Security, and Defense Advanced Research Projects Agency (DARPA). Her responsibilities included eliciting knowledge from subject matter experts & target end users and developing the design and content of software applications and program materials. 1996 – 2009 Lecturer and Researcher at Various Universities Since 1996, Dr. Oskarsson has conducted rigorous systematic research which involves study design and implementation (interviews, questionnaires, focus groups, literature reviews), data analysis and interpretation, and reporting results.
