AGENDA ITEM: Professional Engineering Sernces for Replacement of Force Mam from
Lift Station B

BACKGROUND: A high priority recommendation m the Sewer Master Plan was replacement
ofthe existing 10-inch force main from Lift Station B (425 11°i Street) to the Wastewater
Treatment Plant No 1 (1100 Sandpiper Lane) with a 12-inch force main. This will help to reduce
surcharging of the sanitary sewer system during rainfall events
We requested Aikenhead & Odom, one of the engineering firms recently awarded a continuing
contract, to provide us with a cost proposal for engineering of this project The scope of sernces
includes a prelurunary investigation of existing conditions, investigation of alternative construction
methods, design drawings and specifications, and permitting.
The cost to provide the above services is not to exceed $19,500 This fee represents IS% of the
estunated construction cost, an average range for a smaller project. Note that under our
contmumg contract, the Crty will only be billed for actual hours and expenses, not as a lump sum
BUDGET: A total of $50,000 was budgeted for engineering for projects recommended in the
Sewer Master Plan in the Sewer Utility Fund, account number 410-4101-535-6300
RECOMMENDATION: Authorize Aikenhead & Odom to perform the engineering sernces for
the Replacement of Force Mam from Lift Station B, in an amount not to exceed $19,500

Atkenhead & Odom (A&O) will provide Engineering Design Sernces (Design) to the CrtyofAtlantic
Beach (City) for a Continuing Sernces Project (Project) involving design of a new 12" force main to
replace an existing 10" force lnattl serving the existing samtary sewage Lift Statton `B" Replacemettt
Destgn will be from the extsting Ltft Station "B", located at 11"' Street and the Selva Lagoon, to a
proposed new master pumping station site on Dormers Road neaz the extsting Atlantic Beach
Wastewater Treatment Facility
A&O has provided substantial prehmwary investigations into possible alternatives due to severe
constraints within an existing "htmted-access easement" in which the extsting force main ties From
our preliminary investigations, A&O has determttted an apparent best alternative for Destgn, and
ulttmate construction, which includes `~tpe-bursting", a relatively new but proven technology
It is currently anticipated Design will be for an new 12" force main leading up to and away from both
ends of the easement, which construction would be completed pazallel to the existing 10" force main
while rt remains in sernce Access pits would be constructed on both ends of the easement over the
existing force main and the two temporary ends of the new force main The pipe-bursting operatton
would be then accomplished within the easement, and connection made to the two temporary ends of
the new force main. This phase of the construction would take place between mtdmght and 6 AM to
mmimt~P samtary flows, which would be "bypassed" by pumper trucks.
The above preliminary analys>s will allow the Ctty to avoid surveying a ma~onty of the extsting
"hmtted-access easement" (approximately 750 LF with numerous existing fences and other
encroachments), except at both ends. This will also ultinlately avoid having to enter, work within,
and replace encroachments within a majonty of this easement during construction. Savings from this
are anttctpated to be significant.
A&O will coordinate with Ctty of Atlantic Beach to obtain available records on the existing facilities
in the easement and the nght-of--ways along flits route pnor to ordering surveyor "soft-dtg"services
A&O wt71 coordinate with the City's surveyor to assure all necessary information >s obtained with
maxtmum efficiency A&O will provide Destgn, and submit for permtts as necessary, based on the
above-outlined analysts

On the base of the above, A&O will accomphsh prehmulaiy investigations, Design, and permitting
effort under our Continuing Services Agreement fora "Not-To-Exceed" (NTE) figure of $19,500
This Scope, and associated NTE fee proposal, >s based on the Crty obtauung all necessary surveying
and "soft-dig" services under their existing continuing sernces agreement for surveying These
survey and "soft-dig" sernces would be able to remain outside of the existing "hmited-access
easement", except at ends where information may be necessary for access pits. It is possible no
information within the easement will be necessary at the east end of the easement, depending on
disclosure ofmore definitive records to be studied during Design
