City of Jacksonville Franchise Requirements; Last summer. the City of Jacksonville adopted a
comprehensive ordinance to regulate utilities utilizing Jacksonville's rights-of--way. An
employee in their Finance Department sent a copy to Atlantic Beach in September requesting
that Atlantic Beach sign a franchise agreement in accordance with their newly adopted
ordinance. The language of the ordinance is confusing in several areas and appeazs to be written
to address the recent changes in state law concerning telecommunications suppliers. A number
of the provisions in Jacksonville's ordinance do not appear to reasonably apply to water and
sewer systems. A letter has been sent to the City's Finance Department requesting clarification
on a number of these questions. You should have akeady received a copy of that letter.
Phone Survey for Community Center; You previously approved the execution of an agreement
with Urbanomics, Inc to perform a mazket analysis/feasibility study for4he possible location ofa
community center in the Atlantic Beach area. One major task in that scope of services is to
conduct a phone survey of area residents to determine their interest in such a center. Attached
for your information is a copy of the questions that will be asked in those telephone surveys.
