Exh 8AAGENDA ITEM #8A NOVEMBER 12, 2001 CITY OF ATLANTIC BEACH CITY COMMISSION STAFF REPORT AGENDA ITEM: UBE-2001-O1 Use-by-Exception for Wilson Trailers SUBMITTED BY: Sonya Doerr, AICP, Community Development Director DATE: November 02, 2001 BACKGROUND: This application for' aUse-by-Exception was considered by the Community Development Board at the October 17, 2001. meeting. (Please see Staff Report to Community Development Board.) The request seeks approval to relocate an existing trailer sales and service business from 1860 Mayport Road to 37 West 8th Street. Subject to the following conditions, the Community Development Board recommended approval of the requested Use- by-Exception. • All repair work shall be conducted within an enclosed building. • Boat trailers shall be stacked and stored no higher than the fence surrounding the property. • Exterior sight lighting shall not exceed twenty (20) feet in height and shall be directed towards the interior of the site. • Any freestanding sign shall be a monument style sandblasted wood or high-density urethane sign. • The existing chain link fence along West 8th Sfreet shall be replaced or repainted to be black or green in color, with that portion of the fence located on West 8th Street on the south side of Lot 2 being. setback so as to provide afive-foot strip for landscaping. • A five-foot. landscape buffer sha1T be provided along the Mayport Road frontage and along the south side of Lot 2. • Chain link fence shall not be used within the required front yard along Mayport Road, however, other fencing similar to the nautical .theme fence currently used by the business may be used. • The Use-by-Exception shall be granted to the applicant only. RECOMMENDATION: Staff recommends approval of the Use-by-Exception, finding the request consistent with Section 24-63 of the Zoning and Subdivision regulations,. compatible with uses in the surrounding azea and consistent with the Comprehensive Plan Future Land Use designation of Commercial General. Location: 37 West 8th Street, located west of Mayport Road (Lots 2, 3, 4 and 5, Block 38, Section H subdivision) Existing Zoning: CG (Commercial General) Future Land Use: CG (Commercial General) Surrounding Zoning: CG and RG-1 Surrounding Land Use: Various commercial uses consisting primarily of automotive repair, service and similar related uses. AGENDA ITEM #8A NOVEMBER 12, 2001 STAFF COMMENTS AND RECOMMENDATION The applicant's boat trailer sales and repair business is currently located at 1860 Mayport Road. (A Use-by-Exception was approved for the Mayport Road location in May of 1999.) This Use-by- Exception isrequested inorder to allow the applicant to relocate the existing Mayport Road business to the location at 37 West 8th Street, which is west of Mayport Road. Staff is informed that all activities related to the business shall be relocated to the 8th Street location upon approval. of this application. There is no additional construction proposed at the West 8th Street location. The proposed 8th Street location is fully sunrounded by uses which are of a similar chazacter and intensity, although residential uses are located further to the west of this site. Staff finds the proposed location to be a more appropriate location for this use in consideration of the City's desire to improve the Mayport Road corridor. While the existing business operates in accordance with the previous Use-by-Exception approved by the City, the use involves outside display of boat trailers, other types of trailers and accessory equipment. Relocation to the West 8th Street site will place this business adjacent to other similaz activities and remove this more intense commercial use away from the Mayport Road frontage. While the request does not require provision for landscaping, since no construction is proposed, it is Staff's recommendation that some degree landscaping be provided fot the purpose of screening and aesthetic enhancement. Staff recognizes that this site is surrounded by other relatively intense automotive and marine sales and repairuses, however, West 8th Street is a Local Street that leads to a residential area. No additional access points are proposed, and parking, signage and any sight lighting will be required to comply with applicable zoning regulations. Subject to provision of landscaping along the front and street side as feasible, Staff finds that the. request complies with Section 24-63 and recommends approval of the requested Use-by-Exception. SUGGESTED ACTION TO RECOMMEND APPROVAL The Community Development Board may consider a motion to recommend approval to the City Commission of the requested Use-by-Exception to allow for the sales and repair of new and used boat trailers and enclosed trailers on property located at 37 West 8th Street, more particularly described as Lots 2, 3, 4 and 5, Block 38, Section H subdivision, subject to the following conditions: Within thirty (30) days of occupancy, a landscaping diagram consisting of shrubs not less than four feet in height and spaced at not more than five (5) foot intervals shall by submitted to the Community Development Director. Upon approval by the Community Development Director, landscaping shall be installed within thirty (30) days. Such landscaping shall be maintained. in a healthy condition. The request is not contrary to public interest and is not detrimental to the health, safety and welfare of general public. 3. The proposed use is generally compatible with adjacent properties and other properties within the surrounding area. 4. The proposed use is not in conflict with the City's Comprehensive Plan and is consistent with the Commercial General Future Land Use designation.
