First Vehicle Services Cost Increase

BACKGROUND: First Vehicle Services is requesting an annual increase to the
contract for the current fiscal year (11/15/01 through 11/14/02)
to extend their contract, which began on 11/15/97 and expires
on 11/14/01. Currently the contract price is $180,506.00 and
the proposed increase, in accordance with the Consumer Price
Index, would be $6,411, raising the proposed contract price to
$186,917.
BUDGET:. $185,921 budgeted for FY01-02 in account number
540-5004-590-3401.
RECOMMENDATION: Approve the annual increase of $6,411 and renew the existing
contract for one year, from 11/15/01 through 11/14/02.

Services
As the new Senior Vice President for First Vehicle Services, on behalf of all our employees,
thank you for our business partnership. These are exciting times for First Vehicle Services. We
have initiated a new Total Quality Maintenance process to provide our customerswith optimum
performance in the categories of safety, service, quality, cost control and communication.
Our new Safety Process will enhance our pro-active management program emphasizing the
importance of safety with our internal customers (employees) above' all other initiatives. The
program will feature daily communication in various formats, daily facility inspections with
employees, safety committees, and training.
The new Quality Process is designed to escalate the First:: Vehicle Services system to higher
levels previously devoid within our. industry. This process includes raising our current high
levels of ASE certification per technician and requires every location'to be Blue Seal Certified.
Our Management Information System will assist in tracking Fleet Availability,: Work Order Turn
Time, and Re-Work by System, Division, and location. A new Best. In Class location report card
will be distributed at the conclusion of each month providing a quantitative evaluation method
that will be utilized in recognizing superior performance: We have. segregated our locations into
three categories based on size and fleet characteristics and will provide awards for Locations of
the Quarter and Year.
New Cost Control Processes will provide weekly reporting :incorporating every cost aspect of a
location's business plan. Our Corporate Purchasing Program will provide additional
opportunities to increase quality while maintaining cost.

Our new Communication Process commences with this letter. As we progress as a team, I will
provide additional information to you at the end of each quarter. First Vehicle Services has re-
structured its system and accountability stressing the importance of maintaining open lines of
communication and process improvement with you, our valued customer: You will be mailed an
evaluation card each month for assessment and suggestion. purposes. Our General Managers will
be required to meet with a designee within your organization a minimum of once per month with
a structured format, providing a formal process in identifying. opportunities for improvement and
recognition. Increased upper level management visits and auditing processes will also be
implemented.
I have mentioned only a few points within our exciting new TQM process, designed azound
providing you, our customer, with the highest possible levels of service at a competitive price.
Our company will be expanding its current service offerings with additional detail released to
you at the conclusion of our 2002 planning process. It is my desire to visit each First Vehicle
Services location as quickly as possible with the hope of personally meeting you. I have included

recommendations.
