SUBMITTED BY: George Foster, Human Resource Manager DATE: November 5, 200T ACTION REQUESTED: In order to provide employees and supervisors with as much notice as possible, it is requested Ghat the City Commission advise as to the closing of City government functions for all nonessential employees on the day before Christmas, i.e., Monday, December 24, 2001. Essential employees that are required to work will be provided with additional pay, at straight time, or a day off at a later date. SUBMITTED BY: George Foster, Human Resource Manager BACKGROUND: Normally, the Christmas week is the City's slowest time of year. hi the past, when Christmas was preceded, or followed, by a workday, non-essential employees were provided with a day off to provide them with a longer Christmas period to spend with their family. Employees required to work have been provided additional pay or provided with a day off to take at a later date. This request is to "close" the City for a day, not the establishment of an additional City Holiday. Therefore, it will not result in an additional holiday or payment of holiday pay at 2'/z times normal pay. To ensure equitable treatment, those employees not scheduled to work. on December 24th will receive compensatory time to take at a later date. The unions have been contacted and have concurred with this request. FUNDING: The budgeted cost for all City employee's salary, taxes, benefits, etc., is approximately $23,000 per workday. Closing the day before Christmas is estimated to cost from $0.00 to $2,800 based upon the additional pay for essential employees that work on December 24th. However, as this cost depends on the scheduling of time off, versus paying these employees, the exact cost cannot be determined. Such funds should be currently available within the Departmental budgets. CITY MANAGER:
