AGENDA ITEM: Professional Engineering Services - Stormwater Master Plan Update

BACKGROUND: The City Commission's Strategic Plan identified master planning and
mapping as high priorities. CH2M Hill prepazed a Stormwater Master .Plan is 1995. Most of the
improvements recommended in this plan have been constructed or are under design. An update to
this master plan is needed, which will include GIS mapping: of the system and a revised capital
improvement plan with priority rankings, a recommended timeline and probable costs for
improvements.
Requests for proposals were advertised, and proposals from the following two firms were
received on November 6, 2001:
Aikenhead & Odom
Stanley Consutants, Inc.
Staff reviewed the proposals and ranked the firms on the following criteria: competence and
availability; similar project experience; project approach;: current workload; financial stability and
insurance. After a thorough review of the proposals and completion of reference checks, the
firms were ranked as follows:

BUDGET: Funds in the amount of $75,000 were budgeted for the Stormwater Master Plan
Update, under account number 470-0000-538-6300:
RECOMMENDATION: Authorize staff to negotiate a contract with the top ranked firm,
Aikenhead & Odom. If staff is unable to negotiate a satisfactory fee with the top ranked firm,
authorize staff to negotiate with Stanley Consultants, Inc.

REQUEST FOIL PROPOSALS
PROFESSIONAL ENGINEERING SERVICES
ATLANTIC BEACH STORMWATER MASTER PLAN
The City of Atlantic Beach, Florida is soliciting for proposals from professional
engineering firms to provide engineering services to develop a,Stormwater Master Plan
for the City of Atlantic Beach. Proposals must be submitted in triplicate by 4:30 o.m.,
Tuesday, November 6, 2001, and addressed to:

I. SCOPE OF WORK
A. Update to the February 1995 CH2M-Hill Stormwater Master Plan.
B. System review of the 1995 Drainage Maps and update using GIS; and with coordinate
system in state plane NAD 83.
C. Analyze system for deficiencies and problems, considering Best Management
Practices and in accordance with the National PollutantDischarge Elimination
System (NPDES) Permit.
D. Complete 10 year Capital Improvement Plan, including:
1) Recommended system improvements and construction projects, considering
future system requirements..
a) Include a priority rating for each recommendation.
b) Include a recommended time line.
c) Include an estimation of probable costs. for each improvement.
E. Provide City staff with three copies of a sixty percent (60%) Master Plan for review
within 90 days.
F. Prepaze and lead presentations on the. Plan to the City Commission at the 60%
review stage and after the completion of the final Master Plan.
G. As directed by City staff and the City Commission, make corrections or revisions to
the 60% Plan.
H. Within 45 days ofreceiving comments on the 60% Plan from the City staff, provide
and submit for review the Final Master Plan, including:
1) Five sets of system maps and schematics
2) Five sets of the Final Master Plan report
3) One set of the Master Plan on disk, with maps and drawings in AutoCAD 14
format, GIS format with the coordinate system in state plane NAD 83, and text
and material in Microsoft Word format. GIS mapping shall coordinate with
existing GIS water and sewer base maps.

II. SELECTION CRITERIA
The firms responding to this Request for Proposals must include detailed information concerning
the following criteria for selection:
A. Staff Competence and Availability during the entire project period, including
detailed resumes. (Rating weight - 25%)
B. Past Similar Project Experience, including size, construction costs, and familiarity
with stormwater master planning. (Rating weight- 20%)
C. References, including telephone and fax numbers. {Rating weight -10%)
D. Project Approach, with specific tasks outlined. for each phase as outlined above.
(Rating weight - 20%)
D. Current Workload for the firm and the selected project team. Timeliness of
completion of current or past projects with the City of Atlantic Beach, if applicable,
will be rated in this criterion. (Rating weight -1 S%)
E. Financial Information, including the most recent audit. summary for the firm and the
current certificate of insurance. (Rating weight - 5%)
F. Rates and Fees, including direct labor rates (without fringe benefits) for Principal,
Project Manager,. Design Engineer, Technician, Drafter, Field Inspector; Clerical, or
other personnel (specify). Also include. the proposed overhead rate on direct labor,
profit rate, and other direct project costs. (Rating weight - 5%)
Note: Proposed rates and costs will be used in the negotiatamof flees and shall remain in
effect throughout the length of the project. In no case will the City pay a total overhead
rate that exceeds 150 percent of direct labor. Profit rate shall be applied only to direct
labor plus overhead and shall not exceed 10 percent. No mark-up or profit. shall be paid on
non-labor related job costs, reimbursable or on services provided by subcontractors. Prior
to negotiation, the selected consultant will be required to provide proposed total
compensation utilizing the rates shown in proposal and detailing employee hours needed
for each activity, number of sheets required for drawings,. amount of proposed geotechnical
investigations and all other costs associated with the project.
All proposals will be reviewed and rated by City Staff. Negotiation of fees will commence upon
City Commission approval, and the Standard Form of Agreement (E3CDC) will be developed for
signatures. All work will commence immediately following City Commission approval and
signing of the Agreement. All questions concerning the submittal. of proposals must be
