Exh 8BAGENDA ITEM #8B DECEMBER 10, 2001 CITY OF ATLANTIC BEACIi CITY CO~IDIISSI0~1 STAFF REPORT AGENDA ITEbI: Memorandum of Agreement and Signing Ceremony for Local i<Iitigation Strategy related to "Duval Prepares" community based hazard mitigation planning project. ,t SUBi111TTED BY: Sonya Doerr, AICP, Community Development Director DATE: November 29, 2001 BACKGROUND: The Local Mitigation Strategy (LMS) is part of a state-wide process of hazard mitigation planning, which has been initiated through a partnership with the Department of Community Affairs (DCA); Duval County, and various representatives from State and Federal agrncies, local governments and various private and public service organizations. This effort was originally known by the state-assigned name of "Project Impact" and has more recently been re-named "Duval Prepares." The broad objective of this effort has been to identify what must be done within the greater Duval County area to minimize or avoid the impacts associated with future disasters, with a focus on protecting infrastructure, critical facilities and services and private business operations. The LMS planning document was completed in August of 1999. A major component of this effort was a Hazard Identification Vulnerability Assessment (HIVA), which identified four risks where this area is most vulnerable: 1) hurricanes and tropical storms, 2) urban wildfires, 3) hazardous materials accidents, and 4) flooding. As a result of this planning effort, a number of policy recommendations were proposed. These include seeking alternative sources of funding for beach rrnourishment based on mitigation; re-prioritizing stormwater management projects in light of mitigation priorities; requiring public safety review of new development projects; Ilood-proofing sewer lift stations and water wells, and developing a plan fbr underground utilities. The formation of the LMS group was also tied to grant funding provided by the federal government and administered by DCA. The formula for evaluating grant applications included point values assigned based on a variety of factors. Those factors included participation in the LMS group, and having projects listed as one of the priorities identified by the regional LMS group. Although much of the discussion relative to this organization is informational and educational, the benefit to Atlantic Beach for participation is significant, especially with respect to the ability to seek future Funding in this area. The Ciry has received a substantial grant in the past, 5300,000, assisted by the participation on this committee, and we may wish to seek similar funds in the future. The partnership group has continued to meet over the past year, and one objective of this effort has been directed toward a public inforn>ation campaign, which will be the first step in implementing along-term and on-going public awazeness program to promote disaster preparedness measures. To that end, the Duval County Emergency Preparedness Division has drafted the attached Memorandum of Agreemrnt (Iv10A), AGENDA 1TEdI #8B DECE\IBER 10, 2001 which will serve as a broad policy statement related to this effort. The b10A is an entirely voluntary, non- binding document, although several agencies have made some general commitments to the project as set forth in Appendix B. There is no implied, required or requested commitment from the Ciry of Atlantic Beach within this h10A. A public signing ceremony was been planned Cor December 13, 2001. The Mayors of Jacksonville, Atlantic Beach, Neptune Beach, Jacksonville Beach and Baldwin have been asked to host the signing ceremony, and various representatives from the partnership group will also participate in the ceremony. Consultations "Duval Prepares", in coordination with other Duval County initiatives, will facilitate the following issues: • The identification and delineation of natural or man-made hazards within the county; • The assessmrnt of risk and vulnerability of buildings, facilities, utilities, communications/transportation systems and other infrastructures in the public and private sectors; • , ~ _ • The advancement of techniques for preparing for disasters, including the anticipation of • ~ •`• complications and the reduction of loss; ~ ~ • The coordination of technical and financial assistance, including incentives, to promote loss- reductionprojects. 3. Annual Evaluation Partners shall annually review and prepare a report documrnting the progress being made by "Duval Prepares" in its collective effort to achieve the goals and objectives. This report shall also contain recommendations for improving this Agreement, "Duval Prepares" and the Duval County Local Mitigation Strategy. 4. The "Duval Prepares" Action Plan This Agreemrnt lists disaster resistant community goals to be reached by the "Duval Prepares" Partners and suggested objectives to meet those goals. Appendix A reports this information as the "Duval Prepares" Action Plan. The period of time for completing the defined actions will be set and reported by "Duval Prepares". The principal objective of this initiative is to further develop private, volunteer and public sector capabilities -people, policies, resources, long-teen plans, schedule for accomplishments and establishment of working relationships -needed to cant' out projects to reduce risk and minimize loss. 6. Resource Commitment '` The Partners agree to provide human, technical and financial resources needed (subject to their availability) to coordinate effectively with current and future Partners of "Duval Prepares" to implement this voluntary, non-binding Agreement. Utilize the LMS document to identify recent risk assessment data and mitigation priorities. 2. Regularly update the countywide risk assessment to accommodate new azeas of vulnerability. 3. Inventory current mitigation projects, develop a tracking mechanism for project follow-through, and establish evaluation criteria to measure the success of mitigation projects initiated. 4. Utilize existing disaster resistant construction literature to market the advantages of building a disaster resistant home. 2. Work with Institute of Business and Home Safety and Florida Alliance for Safe Homes to be involved in the building of fortified homes and safe rooms. 3. Wotk with local financial institutions to provide low to no interest loans for homeowners committed to mitigating their house/propeRy. 4. Provide low to no cost mitigation to low -moderate income homeowner and special needs populations. Utilize FEMA's Hazard Mitigation Planning fellowship research data to assess the most at risk businesses and pursue small businesses for participation in the development of a small to medium-sized business emergency preparedness mentoring program. 2. Promote business continuity planning and anemployer/employee emergency operations plan. 3. Encourage businesses to mitigate current hazards by supplying them with a business sustainability mentoring kit, performing an energy sudit/hazard analysis, and allowing them to tour other businesses that have reduced risk in the workplace. 4. Incorporate mitigation initiatives into long-tear business planning by providing guidance to prospective businesses on choosing a disaster resistant location and mitigating possible hazards. As the Partnership Committee and subcommittees continue to deliberate and further define the needs of the community, it is anticipated that present and future "Duval Prepares" Partners will make commitmenu that will assist in building a disaster resistant Jacksonvi11e/Duva1 County. I. General Commitments All Partners will provide representatives to the appropriate meetings as requested and subject to availability.
