BACKGROUND: As part of the Public Works Capital Improvement Program, we are making
improvements to the water, sewer and stormwater systems at several locations throughout the City, in
accordance with the current approved budget. Part of this work will consist of a Community
Development Block Grant (CDBG} project to rehabilitate or replace a deteriorated sewer line on
Francis Avenue. Because the CDBG portion of the project will use grant funds ,the plans and
specifications will be separate, but the work will be designed by one firm. We have attached a copy
of the Request for Proposals which outlines the work areas.
We advertised our Request for Proposals on November 14, 1999. Eight proposals were received on
December 17, 1999 from the following firms:

Connelly & Wicker, Inc.
Consul-Tech Engineering, Inc.
Gee & Jenson
Gresham, Smith and Partners
Hartman & Associates, Inc.
J. Lucas & Associates, Inc.
North Beach Engineering
Staff reviewed the proposals on December 27, 1999. In accordance with the Consultants
Competitive Negotiation Act (FIorida Statute 287.055) and based on the review of the proposals,
we have selected the top three firms deemed to be the most highly qualified to perform the required
services:

BUDGET: Utilities 2000 is a combination of several small projects totaling $358,700 for design and
construction. Funds are located in accounts as follows:

001-5002-541-6402 (Streets) $ 55,000
400-4001-533-6300 (AB Water) $185,000
130-5002-541-6300 (Gas Tax) $ 50,000
RECOMMENDATION: Authorize staff to negotiate a contract with Gee & Jenson, and if unable
to negotiate a satisfactory contract, authorize staff to negotiate with the next most qualified firm.

PROFESSIONAL ENGINEERING SERVICES
DESIGN AND PLAN PREPARATION FOR
UTILITY IMPROVEMENTS 2000
The City of Atlantic Beach is soliciting for proposals from professional engineering firms to
provide engineering services to design improvements to the water, sewer and stormwater systems
in Atlantic Beach, Florida. Proposals must be submitted by 4:34 PM, December 17, 1999 and
addressed to:

The scope of work involves:
1. Preparation of design plans and specifications for water, sewer and stormwater system
improvements at various locations throughout the Cit<r. J
2. Also included will be the preparation of separate design plans and specifications for sewer
improvements and sidewalk construction funded by the Community Development Block
Grant. This portion of the project is being funded by a grant from the U.S. Department of
Housing and Urban Development, Community Development Block Grant (CDBG)
Program. All applicable provisions of the CDBG requirements are incorporated into this
part of the project.
3. Although it is the City's intent to bid the entire project at one time, the Engineer shall
expedite the CDBG funded portion of the project if necessary, to have complete plans and
specif cations submitted to allow for completion of construction prior to August 1, 2000.
4. Within thirty (30) days from the date of Agreement, develop a Preliminary Design to:
A. Design and rebuild swales and concrete driveways on West 13`x' Street.
B. Replace 2-in;,h and 3-inch water mains with an 8-inch main on Beach Avenue
beriveen Ahern Street and 7`h Street using directional boring.
C. Replace the 4-inch water main with a 6-inch main at Sea Oats Apartments and .r~ ,<<,

major tasks for the remaining design, bidding and construction to the City Staff for review.
As directed by City Staff, make corrections or revisions to the Preliminary Plan. This will
act as the 30% submission.

6. Within sixty (60) days from the date of Agreement, develop and submit for review five (5)
sets of 60% plans of the Final Design to include: ,
A. All plan and detail sheets for the project, showing pipe sizes, locations, profiles,
design elevations, road profiles, with sufficient details to adequately discuss and
review the plans and design.
B. Cost estimates and major task schedules for the remaining design, bidding and
construction.
7. As directed by the City Staff, make corrections or revisions to the 60% plans.
8. Immediately after the corrections are made, submit permit applications to the Duval County
Public Health Department, the Department of Environmental Protection, and the St. Johns
River Water Management District with all necessary information. Any necessary process
fees will be provided by the City of Atlantic Beach. Respond immediately to requests for
additional information. Prepare and submit the Florida Department of Transportation and
State roadway utility and access permit applications. Coordinate closely with the Citv staff
during the permit process.
9. Within twenty (20) days from the date of approval ofall permits, develop and submit for
review to the Citv Staff five (5) sets of 100% plans of the Final Design to include:
A. All plan sheets and specifications completed.
B. All detail sheets completed.
C. Coordinate with the City staff to establish dates for Pre-Bid meetings.

and the date of tentative award.
D. All specifications completed, including the Invitation to Bid and Bid Form.
E. Final Cost estimates and major task schedules for the remaining bidding and
construction. y y
10. Prepare plans and specifications as necessary for the bidding phase to be sold to the bidders
through the City Purchasing Department. Attend the Pre-Bid meeting, and assist City staff
with responses to questions from the bidders, and prepare an_y necessary bid addendums.
The firms responding to this Request for Proposals must include detailed information concerning
the following criteria for selection: v
1. Staff Competence and Availability during the entire project period, including detailed
resumes. Rating weight - 30%.
2. Past similar project experience, including size, construction costs, and familiarin~ with
water, sewer and stormwater design. Rating weight - 20%.
3. References with telephone numbers. Rating weight - 10%.
4. Project Approach, with specific tasks outlined for each phase as outlined above. Rating
weight - 30%.

5. Current Workload for the firm and the selected project team. Rating weight - 5%.
6. Financial Information, including the most recent audit summary for the firm and the current
certificate of insurance. Rating weight - 5%.
All proposals will be reviewed by City Staff, and a submittal of the proposals of the three top rated
firms will be made to the City Commission. Selection will be determined by the City Commission.
Negotiation of fees will commence upon City Commission approval, and the Standard Form of
Agreement {EJCDC) will be developed for signatures. All work will commence immediately
following signing and approval of the Agreement. All questions concerning the submittal of
proposals must be addressed to Mr. Robert S. Kosoy, P.E., Director of Public Works. No
questions may be directed to any other party. Submit three (3) copies of the proposal.
