Resolution No. 20-05RESOLUTION NO. 20-05 A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA, HONORARILY DESIGNATING THE BOARDWALK, FISHING PIER, AND KAYAK LAUNCH AT THE NORTH END OF DUTTON ISLAND PRESERVE IN THE CITY OF ATLANTIC BEACH, AS "LYMAN'S POINT"; DIRECTING CITY STAFF TO ERECT AND PROUDLY DISPLAY A SUITABLE MARKER TO HONOR ATLANTIC BEACH RESIDENT AND FORMER MAYOR LYMAN FLETCHER, WHO WAS INSTRUMENTAL IN THE CITY'S CONSERVATION ACQUISITION OF, AND IMPROVEMENTS TO, DUTTON ISLAND PRESERVE; SUPERSEDING RESOLUTION NO. 02-20; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, Section 334.071(3), Florida Statutes, provides that a city or county must pass a resolution in support of a particular designation before road markers are erected; and WHEREAS, while Lyman Fletcher was an Atlantic Beach City Commissioner from 1991 to 1994, and Mayor from 1994 to 1997, the City improved government accessibility, revitalized the Beaches Town Center, built the community center at Donner Park, and upgraded the City's water, stormwater, and wastewater infrastructure while conserving critical natural resources in Howell Park; and WHEREAS, while Lyman Fletcher was Mayor, the City significantly expanded Atlantic Beach parks through initiating the conservation acquisitions of Tideviews Preserve and Dutton Island Preserve while enhancing others, including Bull, Jordan, and Russell parks; and WHEREAS, the City of Atlantic Beach and its residents owe Mayor Lyman Fletcher our gratitude, and the designation of this Boardwalk, Fishing Pier, and Kayak Launch is a reflection of our City's appreciation; and WHEREAS, the City Commission desires for this Resolution to supersede Resolution No. 02-20. NOW, THEREFORE, be it resolved by the Commission of the City of Atlantic Beach: SECTION 1. The City Commission approves and adopts the honorary designation of the Boardwalk, Fishing Pier, and Kayak Launch on the northern tip of Dutton Island Preserve in Atlantic Beach, Fla., as "Lyman's Point." SECTION 2. The City Commission hereby directs staffto erect and display a suitable marker at the entrance of the Boardwalk designated to honor resident and former Mayor Lyman Fletcher, who was instrumental in the City's conservation acquisition of, and improvements to, Dutton Island Preserve. SECTION 3. Resolution No. 02-20 is hereby made null and void and is superseded by this Resolution. SECTION 4. This Resolution shall take effect immediately upon its passage and adoption.
